About the Position: This position is located in Encino, California. Encino is a neighborhood in the San Fernando Valley region of Los Angeles, California. Who May Apply: U.S. Citizens
Coordinate social services type programs. Serve as the primary Health Benefits Advisor for military personnel and their families to obtain medical care information needed for treatment through the direct care medical program, the family member dental plan, and similar programs. Conduct community needs assessment; develop an outreach plan. Assist incoming/outgoing soldiers and their families with housing information, relocation packets, available health care program, medical facilities local laws, taxes and spouse employment opportunities. Provide one-on-one briefings to incoming service members and their families. Establish a referral system; provide training, information and assistance on the command family advocacy program. Develop, coordinate, and provide comprehensive technical briefings, orientations and workshops for quality of life programs. Recruit, train and maintain an active volunteer force to assist in family education on Army readiness. Manage the non-appropriated funds for the family program.
Personnel security background investigation is required.
Must be able to obtain and maintain a valid driver's license,

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Advising families or single individuals on community service program. Specialized experience at the next lower grade GS-07 grade level or equivalent.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of Outreach Programs
Skill in Maintaining a Social Services Program
Skill in Oral and Writing Presentations
Ability to Provide Community Education
Ability to Conducts Needs Assessment
NOTE: This position has a basic education requirement. To meet that requirement, applicants must possess:
A) a degree from an accredited college or university in behavioral or social sciences, or a related discipline appropriate to the position.
B) Possess four years of appropriate experience in one or more of the behavioral or social sciences equivalent to a major in the field. This experience includes using research techniques to evaluate and review procedures to advise soldiers and family members regarding military community programs
OR
C) Possess a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. The courses must be fully acceptable toward meeting the requirements of a behavioral or social sciences curriculum as described in "A" above.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education, in addition to the basic requirement above, meets the definitions below.
Education
To substitute education for experience, applicants must successfully completed two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in such fields as behavioral or social science; or related discipline appropriate to the position.
