Duties


The Human Resources Assistant (Recruitment and Placement) position is located in the Department of Veterans Affairs, Central Office Human Resources Service (COHRS). This position works with a variety of comprehensive authority which includes occupations covered by Title 5, Wage Grade and other Title regulated positions. Provides recruitment assistance in VA Central Office (VACO) serviced organizations. This position is responsible for providing a full range of clerical and technical support in the areas of recruitment, placement and related advisory aspects for DEU Title 5,Title 5, Wage Grade employment systems of VA, Pathways program positions and other Title regulated positions.
Major duties and responsibilities includes but are not limited to:
  • Responsible for the final completion and full accuracy of all personnel actions for VACO designated employees coded into the HR SMART system; ensuring VACO employees are paid correctly and in a timely manner. Inputs all required HR personnel data into VA's automated systems for Title 5, Wage Grade and other Title regulated positions to include official pay records, electronic personnel files and position files. Verifies correct information is entered into HR SMART systems, and identifies appropriate methods to make corrections should errors be found. Works with other VA HR offices and organizations outside of the Department as required to resolve discrepancies around personnel and pay data, updates personnel records and maintains records associated with special pay such as awards, retention incentives, relocation incentives and the like.
  • Assists in the development, modification, and posting vacancy announcements to USA Staffing: assesses the minimum qualifications of applicants for VACO designated positions using OPM qualifications standards. Modification of announcements can include consultations with hiring managers to verify the accuracy of the position description submitted or other observable information. Coordinates with HR Specialists to develop certifications (competitive and non-competitive) for submission to hiring managers.
  • Serves as a consultant for a wide range of HR administrative and technical activities that primarily support the COHRS staffing team. Provides technical advice and guidance regarding the hiring process to hiring managers and other key personnel with in VACO.
  • Contributes to the development of internal SOPs that improve the processes of the COHRS staffing team. Examples of this can include gap assessment analysis showing problem areas within the hiring process and ways to improve coordination with external stakeholders.
  • Receives visitors and phone calls for the subordinate organizations to COHRS from Department officials and outside officials, and members of the general public. Based on knowledge of and experience in the office, determine purpose of contact and assess the need for the immediate attention by a member of the staff served. In cases where direct involvement of the supervisor is not necessary, handles the situation by either addressing the need of the caller or visitor personally or designing a subordinate official to address the matter. Because of these contacts, incumbent must exercise an extremely high degree of tact and diplomacy, as well as recognize matters of a confidential and sensitive nature.

Promotion Potential: This is a career ladder position with full promotion potential to the GS-08. The selectee may be promoted to the succeeding performance level (i.e. GS-7 to GS-08) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
