Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. We lead planning in the region with a Regional Transportation Plan that guides the work and investments of the organization. This includes building light transit, bus rapid transit and Regional Express Rail, as well as operating GO Transit, UP Express and PRESTO.

What can I expect to do in this role?

The Procurement Construction Office is seeking 3 Procurement Officers under the supervision of the assigned Category Manager, coordinates the procurement of goods and services, and provides strategic guidance to clients on preparation of contracts and specifications.

How do I qualify?

Key Responsibilities

• Coordinating tendering process and drafting documents for complex and high value (multi-million dollar) contracts in the form of Design-Builds, Public/Invitational Tenders, Request for Proposals, Pre-qualifications, Request to Qualify and Quote and Negotiated Contracts for goods and services for Capital and Operations projects and conducting administrative reviews of tenders after opening.
• Administering and monitoring the procurement process for products, supplies, and services encompassing minor to major capital projects with emphasis on construction projects and Consultant services while ensuring competitive pricing through negotiation with vendors and bidders; includes determining source of supply and binding corporation to contractual arrangement up to level of signing authority.
• Administering and monitoring the procurement process for minor to major operations and capital projects.
• Provides primary support to their assigned Category Manager (direct supervisor) and secondary support to other Category Managers based on workload demands.
• Determines method of procurement to be used, selects appropriate standard document and makes modifications as appropriate, in the preparation of tender and contract documents, in conjunction with client group and assists in selection of bidders.
• Generates Purchase Orders for a variety of goods
• Acts as Metrolinx's liaison with bidders while tenders are in progress and coordinates communications and information flow between client groups and bidders.
• Negotiating contracts for all types of goods and services
• Reviews all tender submissions for completeness and accuracy and prepares summary of tender results and related internal and external correspondence
• Reviews all consultant assignments for compliance with corporate policy.
• Prepares final contract documents and coordinates issuance of contracts and addenda.

Qualifications

Successful completion of high school.
Knowledge of purchasing principles and practices normally attained through the completion of the professional development program with courses leading to a Supply Chain Management Professional (SCMP) certification and/or membership with the Ontario Public Buyers Association (OPBA), or any combination of education, training and experience deemed equivalent.
Thorough knowledge of computer applications.
Must successfully complete any other training required by corporate policy.
Minimum 4 years' experience, providing a solid background in administering the procurement process for complex supply and services contracts (construction background is an asset) (e.g. contract law, reviewing/editing specifications, drafting Rfx documents, client/bidder liaison, detailed analysis of tenders bid for compliance, and final document preparation).
Analytical and organization skills are required to effectively administer the overall procurement process for major purchases and contracts.
Excellent, oral and written communications skills to establish effective working relations with client groups and vendors.
Background in negotiating contracts is considered an asset.
Knowledge of dangerous goods transportation, handling and storage.
