Planning Officer Administrative Officer 27R Salary $66,200.03 - $75,658.71 annually An eligibility list may be established. Applicants who do not fully meet the required qualifications may be considered for this position, but will be appointed at a lower classification until such time as they meet the requirements of the full working level. A lead advisory role in strategic capital project planning for the Education sector The Capital Planning Officer represents the Province’s priorities and works with school district staff in the development of the Province’s K-12 school asset capital plan to ensure school district priorities are aligned with the Province’s priorities, and ensures that individual capital projects are accurately assessed, prioritized, planned, scoped, costed, and delivered. A skilled project manager and problem solver, you engage with school district staff, and apply and enforce Ministry policies related to capital planning, facility maintenance, property acquisition and capital project delivery; to ensure students across BC have a safe and functional school facility to learn in. An effective communicator with a collaborative approach, you develop important working partnerships with numerous external stakeholders and are able to negotiate contracts, resolve issues and work successfully to ensure efficient management of school facilities. Your experience in complex project and business case management enables school districts to manage capital projects according to and in compliance with the Capital Asset Management Framework. You negotiate cost sharing agreements, resolve conflicts and set pace to ensure projects are delivered on scope, time and budget. You also engage with school districts to obtain a clear understanding of asset condition and to ensure condition assessment is part of the capital prioritization process. You are also responsible to understand the surplus inventory and work with school districts to generate future capital funds through the disposal of surplus capital assets. Motivated and able to negotiate complex funding and facility related issues, you will enjoy the challenge of ensuring school district capital plans are consistent with government goals and objectives.
