Duties

Being an Auditor makes you a valuable member of the OIG, Office of Emergency Management Oversight. You will you will perform and /or support audits, inspections and evaluations and investigations duties. Assignments may involve conducting surveys, assisting with segments of the audit to auditor team members; and providing technical guidance, interpretations, and instructions. Typical assignments include:

• Examining program documents as well as previous audit reports to determine compliance with governing regulations.
• Preparing work papers, schedules and exhibits.
• Interviewing and recording searches using relating laws and regulations to specific conditions and situations.
• Writing drafts, findings, conclusions and recommendations ensuring that the work performed adequately supports conclusions reached, and recommendations are consistent with the audit objectives and reporting standards and provide a basis for action to correct weaknesses and implement improvements.
• Preparing various types of reports, briefings, and testimony that cover all major IT systems and related controls for DHS programs.

Qualifications

You qualify for the GS-09 grade level (starting salary $49,765) if you possess one of the following:
A. One year of specialized experience at the GS-07 grade level 1) performing audit activities on assigned audits or portion of audits; and 2) participating in audit and review (i.e. reviews of allegations of fraud, waste, abuse, and mismanagement of funds); examining program documents and previous audit reports to determine compliance with governing regulations; OR
B. A combination of the above-defined education and experience which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position successfully.

You qualify for the GS-11 grade level (starting salary $60,210) if you possess one of the following:
A. One year of specialized experience at the GS-09 grade level 1) participating in audits and reviews (i.e. allegations of fraud, waste, abuse and mismanagement of funds); 2) gathering and analyzing information obtained through observation, document review, previous audit reports, written policies and procedures, legislative history, financial and accounting records; and 3) conducting interviews and obtaining necessary background information to assists in the audit survey and audit evaluations; OR
B. Possess three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR
C. A combination of the above-defined education and experience which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position successfully.

You qualify for the GS-12 grade level (starting salary $72,168) if you possess one year of specialized experience at the GS-11 grade level 1) participating in audits and reviews (i.e. allegations of fraud, waste, abuse and mismanagement of funds); 2) gathering and analyzing information obtained through observation, document review, previous audit reports, written policies and procedures, legislative history, financial and accounting records; 3) conducting interviews and obtaining necessary background information to assists in the audit survey and audit evaluations; and 4) writing audit reports and making recommendations and/or recommending best practices to improve program operations.

Selective Placement Factor
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Experience in conducting audits of disaster assistance grants according to Generally Accepted Government Auditing Standards (GAGAS).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The qualification requirements listed above must be met by the closing date 08/31/2017.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
BASIC REQUIREMENT
A degree in: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR

A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1). Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The selectee must pass a drug test by urinalysis prior to appointment.
Completion of one year probationary period may be required.
