This position is located in the Office of Fair Housing and Equal Opportunity (FHEO). FHEO’s mission is to eliminate housing discrimination, promote economic opportunity, and achieve diverse, inclusive communities by leading the nation in the enforcement, administration, development, and public understanding of federal fair housing policies and laws. Duties

As an Equal Opportunity Specialist, you will:

- Intake Assesses, investigate, conciliate, and/or resolve complex, highly sensitive and difficult allegations of discrimination related to housing, and employment.

- Conduct systemic housing discrimination complaints, which affect large numbers of minorities and women, or which have been in effect for a substantial period of time, resulting in institutional or flagrant housing discrimination patterns of practices.

- Interview complainants and witnesses to obtain evidence relevant to the allegation of discrimination.

- Contact respondents to serve charges, explain respondent's rights and obligations under the law, and conduct interviews to obtain evidence.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:

- Conducting housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that include gathering and evaluating both documentary evidence and detailed witness interviews, and which culminate in a detailed decision document that analyzes the facts and applicability of federal or substantially equivalent state or local fair housing laws; OR
- Developing an assessment of fair housing, a fair housing equity assessment, an analysis of impediments, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR
- Conducting Title VI and 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes:
-Experience as part of a team conducting housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that include gathering and evaluating both documentary evidence and detailed witness interviews, and which culminate in a detailed decision document that analyzes the facts and applicability of federal or substantially equivalent state or local fair housing laws; OR
-Reviewing for civil rights compliance or providing assistance in the development of: an assessment of fair housing, a fair housing equity assessment, an analysis of impediments, a consolidated plan, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR
- Experience as part of a team conducting Title VI or 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement.
ORPh.D. or equivalent doctoral degree
OR3 full years of progressively higher level graduate education leading to such a degree
ORLL.M., if related

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes:

-Experience conducting a portion of housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that include gathering and evaluating both documentary evidence and detailed witness interviews; OR
-Reviewing for compliance or providing some assistance in the development of: an assessment of fair housing, a fair housing equity assessment, an analysis of impediments, a consolidated plan, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR
-Assisting with Title VI or 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement.
OR
A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07level for 52 weeks.

Time After Competitive Appointment:Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education Requirements:
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
