Summary

About the Agency

The selectee for this position will serve as an Electric Power Controller in the Cogeneration Branch of the Utilities Department of NAVFAC SOUTHWEST.

Duties

The successful selectee will perform the following duties:

• Use technical and manufacturer's manuals to determine repairs needed for plant power equipment.
• Maintain the efficient and reliable operation of electrical or steam generating equipment and distribution systems.
• Distribute and control electrical energy though a primary electrical distribution system by connecting numerous substations and switching stations to present many alternate routing possibilities.
• Control heat recovery boiler steam production to verify equipment is operating at maximum efficiency.
• Operate an energy monitoring control system (EMCS) computer to control and operate cogeneration and life support equipment.
• Operate life support equipment in compliance with the Joint Commission of Accredited Hospitals (JCAH) standards.

This job has a screen-out element which will be used to determine minimum eligibility for this job. The Screen-out Element for this position is: Ability to perform the work of an Electric Power Controller without more than normal supervision such as: 1) Controlling and operating the generation and distribution of electrical and steam cogeneration equipment and their auxiliaries (i.e., centrifugal pumps, diesel engines and generators, gas turbines and generators, package and heat recovery boilers, high voltage switchgear, cooling towers, water treatment systems, meters and gauges, valves, controllers, and dampers); 2) Initiating, starting, controlling, and shutting down emergency diesel generators and reciprocating engine generators set for life critical and emergency medical or electrical loads.

Requirements:

All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Selectee will be required to successfully complete a pre-appointment physical examination.
Position requires call back and overtime work on an as needed basis.
Selectee must obtain and maintain a current valid United States driver's license.
Physical Effort: May be required to lift weight up to 100 pounds; heavy exertion may be required for short periods of time; may be required to sit, stand, kneel, crouch, stoop or work in awkward positions for long periods of time; work requires close attention of eyes and coordination of hands.
