This position is located in the Telecommunications Office, Administrative Services Division (ASD), Office of the Administrator (A). The incumbent serves as the Telecommunications Specialist to the Telecommunications Department Head. The primary purpose of this position is to provide technical support and assistance to the Telecommunications Department Supervisor on the National Gallery of Art's voice telecommunications systems.

This position is also being advertised under job announcement NGA-17-69B to persons with federal competitive status or reinstatement eligibility, or who are eligible under the Veterans' Employment Opportunities Act (VEOA) or other special hiring authorities, including Veterans' Recruitment Appointment (VRA) authority and Schedule A authority to hire individuals with severe disabilities. Duties

The incumbent:

Telecommunications Installation, Modification, Repair, and Maintenance:
The incumbent provides technical support and guidance to telecommunications users, program managers, contract personnel, and Gallery staff. Evaluates the needs of telecommunications users, and translates them into requirements, identifies requirements and performs the actions required to provide needed services, relates users' requirements to existing technology, policies and priorities, systems capabilities, equipment requirements, costs and funding, to provide optimum support.

Telecommunications Help Desk, Attendant Console, and PBX System Administrator:
The incumbent performs help desk functions as required by incident reports or service trouble-call requests regarding cellular devices, landline telephones, facsimile machines, and pagers. Supports requests for equipment relocations, changes, additions, and deletions. Operates an Attendant Console to perform telephone operator functions; relays incoming, outgoing, and interoffice telephone calls for NGA staff, visitors, and the general public. Provides telephone numbers, extensions, and location of NGA staff and exhibition schedules using a directory database. Places local, long distance, conference, and international/overseas telephone calls for staff.

Telecommunications Administration:
Maintains hand receipts and electronic database records of department equipment and assets (telecommunications equipment and accessories, mobile device equipment and accessories). Verifies description, quantity, and availability of property and notifies the NGA Property Manager when telecommunications equipment requires a surplus or excess action. Documents telecommunications spaces, resources, and assets using specially developed programs, computer databases, and/or spreadsheets for storage, retrieval, and data manipulation. Prepares and distributes computer generated work orders, schedules, and reports that contain clear descriptions of internal and remote pathways, cables, circuits, facility setup, and requirements for routing, switching, resource use, and transmission. Processes telecommunications vendor invoices. This includes date and time stamp, copying, and signing invoices in the Supervisor's absence, interfacing with vendors to verify charges, verifying the requisition and purchase order number, department or location, and funding sources on the invoices. Prepares reports using electronic service provider invoices and spreadsheets, analyzes usage and cost data in the reports to make decisions on adequacy of cellular voice and data plans, prepares and/or updates the status and production reports on all telecommunications services programs and projects for the supervisor and ASD management.
