Job Description

Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Prepares Committee/Council reports, accompanying briefing notes and other background information.
  • Provides guidance in the preparation of Committee/Council reports, accompanying briefing notes and other background information for the Division.
  • Coordinates the monitoring of Executive Committee/City Council Standing Committees/Community Councils to gather/track/follow-up on Council directives relevant to the Section/Division.
  • Tracks Council directives and follows up on Committee/Council recommendations for the Division.
  • Monitors agenda forecast for all Divisions to identify opportunities and impact relevant Section/Division.
  • Assists senior management in the Division to address ongoing and emerging issues and priorities in a timely way to ensure delivery of policy and planning services and special projects.
  • Provides strategic policy and political advice, day to day operational support and professional judgement for the City Clerk, Deputy City Clerks and divisional senior level management.
  • Deals with confidential and sensitive information affecting various City Clerk's Office operations, assets, and resources and the City’s external relations.
  • Provides oversight through the strategic review of all reports generated by the Division for Committee/Council.
  • Leads specific policy/project initiatives and oversees projects assigned by the division or unit senior management team.
  • Provides leadership to project teams comprised of multiple stakeholder interests such as divisional staff, staff of other divisions and/or City agencies and/or external stakeholders.
  • Prepares reports and makes presentations to Senior Management on the policy development process and the Division’s policy initiatives.
  • Develops policies and provides leadership in the development and implementation of policies, strategies and program recommendations to support the City's and the City Clerk's Office's strategic goals and objectives.
  • Develops and recommends innovative solutions and provides interpretive advice/support to staff and the public.
  • Identifies emerging issues and reacts to unplanned crises, effectively gathering relevant background information on wide ranging and often high profile issues for the Division. Liaises with senior management and division staff in the co-ordination of responses and resolution of sensitive, complex and contentious issues.
  • Identifies policy, resource and systems issues and gaps.
  • Develops targets and criteria to measure the effectiveness and success of programs.
  • Monitors federal, provincial and international policy developments and provides advice to the division on emerging issues.
  • Represents City interests in inter-jurisdictional, inter-governmental, international and community meetings/settings.
  • Liaises and negotiates with provincial staff, local levels of government, elected officials and community groups regarding the development of new policies and provides expert advice on the interpretation of City policies relevant to the Division.
  • Maintains effective working relationships with other City staff, political staff, Councillors, other levels of government, not-for-profit organizations, business and the community.
  • Maintains a thorough awareness of protocol, local, national, international, cultural and political issues and trends and provides information, policy development and reports based on such issues and trends.
  • Participates in various committees and project teams as a Divisional representative.
Key Qualifications:
Your application must describe your qualifications as they relate to:
  1. Post-secondary education in a discipline pertinent to the job functions (Protocol, Diplomacy, International Relations, Public Affairs, Public Policy, Public Administration) combined with relevant experience, or equivalent combination of education and related experience.
  2. Considerable experience in creating public policy (policy research and development, financial analysis and management practices, civic engagement principles and methods, service delivery efficiency and effectiveness) and the operation of government organizations.
  3. Experience writing complex and comprehensive reports, briefings and policy papers for senior management that include strategic advice and recommendations and preparing presentations and speaking notes for self and others.
  4. Considerable experience in managing large and complex projects, including project design, development and implementation and the ability to complete projects on time and on budget.
  5. Experience in various research methodologies and techniques and demonstrated experience in analyzing, reviewing, and developing business processes, workflows, standards, and service plan/indicators.
  6. Considerable experience using a variety of software packages including Microsoft Word, Power Point, Excel, Access, Project, Outlook and various databases.
  7. Experience developing, maintaining and enhancing relationships with professionals of diverse background and cultures.
  8. Strong knowledge of relevant issues, including Federal/Provincial/Municipal government programs and initiatives that affect protocol and international relations.
  9. Excellent verbal and written communication skills, with an ability to communicate with a broad range of stakeholders from external stakeholders to senior management and political representatives.
  10. Strong skills in issue identification, problem solving, coordination and implementation of management solutions.
  11. Excellent strategic, problem solving and conceptual ability to develop strategic and creative solutions, in combination with strong research and analytical skills.
  12. Considerable experience leading and working as a member of interdisciplinary teams in a project environment.
  13. Sound judgement and ability to handle matters of a sensitive nature.
  14. Good understanding of the City’s legislative framework and decision-making processes.
