About the Position:
Waterborne Commerce Statistics Center (WCSC) is the United States Government (USG) agent for collection and management of U.S. Waterborne Commerce Statistics. They collect, acquire, process, distribute and archive waterborne commercial vessel trip and cargo data. WCSC is part of the Corps of Engineers Institute for Water Resources, Navigation Data Center (NDC), headquartered in Alexandria, VA. The duty station for these positions are either New Orleans, LA, or Alexandria, VA.
At the full performance level these positions serve as Statistical Assistants for the nationwide data collection program of Waterborne Commerce Statistics Center. Responsible for surveying, enforcing, collecting and processing waterborne vessel and commodity movements from all assigned domestic vessel operating companies within their assigned geographical area who commercially ply the navigable waters of the United States in The Oracle Waterborne System (TOWS) database. Correct all records as necessary to ensure an error-free and complete dataset. Perform Quality Control measures to ensure data integrity checks and accuracy on existing data. Perform data requests for a variety of statistical reports, information and data relating to assigned geographical area. Reconciles incomplete or conflicting information, researches and tests unusual circumstances and problems, analyzes data from various sources and prepares reports and other documentation.

Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
For GS-6: You must have one year of specialized experience equivalent to GS-05 in the Federal service which included preparing correspondence; preparing data integrity checks; executing queries; and creating reports, spreadsheet or databases.
For GS-7: You must have one year of specialized experience equivalent to GS-06 in the Federal service which included using statistical routines to generate reports, graphs, tables, charts or data presentation; and extracting and compiling statistical data.
For GS-8: You must have one year of specialized experience equivalent to the GS-07 in the federal service which includes extracting, consolidating, and compiling queries; preparing manuscripts and reports for statistical studies; and using Structured Queries Language (SQL) queries to extract data for special reports.
For GS-9: You must have one year of specialized experience equivalent to the GS-08 in the Federal service which includes identifying problems within the survey data; processing and analyzing survey data; and preparing statistical reports in accordance with regulatory guidelines to ensure pertinent information is accurate.
