Responsibilities
This position is located in the Transportation Section of Engineering Service at the VA San Diego Healthcare System in San Diego, CA. Duties include but are not limited to the following:
Operates vehicles weighing more than 37,000 pounds, including buses with 10-60 passenger capacity;
Applies knowledge in hand and foot controls for starting, steering, turning, braking and stopping various types of classes of vehicles;
Supports various medical center conferences, medical center outings for Veterans, overnight recreational outings (which may require the motor vehicle operator to stay overnight);
Reads and analyzes data on special gages to ensure proper engine operation;
Performs routine vehicle preventative maintenance checks and services;
Transports patients, wheelchairs, visitors, specimens, prescriptions, medications, prosthetic equipment, supplies, and other items and materials essential to patient care;
Ensures that all scheduled transportation is on time and that veterans, patients and specimens are picked up in a timely manner; and
Performs other duties as assigned.
Work Schedule: 8 hour shift between the hours of 4:00am and 2:00am. Recruitment & Relocation Incentives: Not authorized. NOTE: This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

PHYSICAL EFFORT AND WORK CONDITIONS: The Motor Vehicle Operator is expected to be able to lift up to 50 pounds and be able to assist patients in and out of patient transport vehicles. Drivers at this level exert moderate physical effort in operating, turning, backing, and controlling vehicles that carry heavy loads or a large number of people. The use of fingers and hands, the ability for rapid mental and muscular coordination, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, depth perception, ability to distinguish basic colors, hearing (aid permitted), an emotional/mental stability are required. The work is done outside and inside and the Motor Vehicle Operator may be exposed to excessive heat and cold, excessive humidity, excessive dampness or chilling, dry atmospheric conditions, and excessive noise. The duties of the position involve working around machinery with moving parts, working around moving objects or vehicles, working closely with others, and working alone. Vehicles are operated in all types of traffic and weather conditions, on a variety of roads (including steep and winding), complicated interchange systems, and interstate highways.
Qualifications
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (http://ift.tt/1fuPbMF). For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
