About the Position:
The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal). Who May Apply: U.S. Citizens
Duties
Perform a variety of standard and specialized preservation and packaging tasks. Install weight handling gear such as cables, ropes and slings to lift and move guns, gun tubes, cannon tubes and components and position them in shipping gun racks; or to move items between areas. Operate a forklift to move, load and unload gun tubes and other weapon components. Pack a variety of hazardous materials such as ammunition and/or materials associated with compressed gases, flammable liquids/solids, oxidizing materials, poisonous articles, and/or corrosive materials for domestic and/or export shipment. Determine methods and techniques of packing to be employed based on type of commodity/items packed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
SCREEN OUT ELEMENT: Your resume must indicate your ability to perform the work of a Packer without more than normal supervision as outlined in the duties of the position which includes the ability to: (1) Select and apply the correct packaging for items (i.e. box, envelope, container, etc.); (2) Pack items in various types of containers to protect them during shipment and/or storage; and (3) Compare the accuracy of packaged items against accompanying documentation.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills and abilities to successfully perform the work of a Packer.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.

Physical effort: Performs work on hard surfaces and in areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. Frequently lifts and carries parts, equipment, and packing containers that weigh up to 40 pounds. Mechanical lifting devices/other employees are available to assist with lifts of 45 pounds and over.
Working Conditions: Work is generally done inside in areas that are well lighted, heated, and ventilated. May occasionally work outside or in areas that are drafty and poorly lighted. The work is sometimes dusty, dirty, and greasy. Employee is frequently exposed to the possibility of cuts, scrapes, and bruises. When working with packing foam or various types of preservatives, may be exposed to noxious fumes, skin irritants, and flammable chemicals. May be required to wear specialized protective devices, in addition to basic protective equipment (e.g. hard hats, safety glasses and shoes, and ear plugs). Hazardous material work is performed in a controlled area limited to hazardous materials which is well-lighted and well-ventilated. Gloves, rubber boots and aprons are used to protect incumbent from particular items packed.

Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

Two year trial/probationary period may be required.
Direct Deposit of Pay is required.
Personnel security investigation is required.
May require overtime.
May require shift work and/or work on rotating shifts to provide coverage on evenings, weekends, holidays and in other situations.
Salary includes locality pay or Local Market Supplement.
Payment of Permanent Change of station costs (PCS) is not authorized.
This position is designated as a Drug Testing position which is subject to pre-employment and random drug testing.
Must obtain and maintain certification in the specialized handling, packing, shipping and storage requirements for a variety of hazardous materials.
This position is subject to the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
This position involves duties which are subject to the Resource Conservation and Recovery Act (RCRA) regulations regarding hazardous wastes.
This is a Term position. Term positions are filled for a period of more than one year but not more than 6 years
Noncompetitive conversion to career-conditional or career appointment may be made without further competition
