This position is temporary and has a Not-to-Exceed date. However, an extension of the appointment may be possible without further competition. The appointment may also end early due to lack of work or funds.
The position is located on a Forest Service unit. Incumbent accomplishes and provides advice on a wide variety of technical and administration duties.
This position is located within Region 8 on the El Yunque National Forest in Rio Grande, PR.

Position will be filled as a temporary appointment as a not to exceed (NTE) 1 year which can be extended 1 additional year.
Salary will be adjusted to include a 3.66% Cost of Living Allowance (COLA). Please visit the Office of Personnel Management’s website for additional information.
The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career- Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.
Duties
Serves as the primary administrative business process point of contact for the District. Responsible for the administrative oversight of various business processes.
Performs day-to-day technical and administrative work for the Ranger District. Areas of responsibility may include financial planning/budget support, purchasing, supply management, facility/property accounting and maintenance contracts, human resource administration, travel, grants and agreements, paycheck and time accounting, safety and security support, scheduling of resources, maintaining tracking logs, action items, managing administrative suspense items and transaction records, data processing, record keeping, mail, and files management.
May serve on special committees or special projects in either a lead or supporting role. From specific instructions, performs completed work from inception to final accomplishment of project including all necessary study, collection of pertinent information and data recording, writing of correspondence, reports, etc.
Disseminates administrative information to employees and serves as a liaison for administrative support that is provided by other units (e.g., Forest, Regional Offices). Maintains awareness of and communicates applicable laws, regulations, directives, and policies to unit personnel for administrative work.
Assists in developing and implementing solutions for administrative problems within the unit and the larger administrative program. Develops, recommends, and implements administrative policies, plans, and procedures to provide effective solutions. Identifies and recommends ways of combining, simplifying or improving program support processes. Provides plans that assist in meeting program priorities.
Ensures regulatory compliance for administrative work and assists in correcting problems that conflict with established guidelines and rules. Reviews and keeps informed about Federal and Agency-wide directives and procedures, their changes, and new requirements affecting the work of the organization. Updates employees on current human resource management policies, rules, and regulations.
Makes micro-urchaes of office suplies, equipment, and services using Blanket Purchase Agreement accounts and a Government Purchase card. Submits requests through the Acquisitions Management Office for contract action. maintains procurement records for operations.
Accepts, examines, evaluates, routes, and maintains incoming communication, mail, administrative email, faxes, and routine and sensitive correspondence. Examines assigned outgoing communication for procedural and grammatical accuracy, correct attachments, dates, signature, addresses, and destinations. Independently prepares responses to inquiries on routine matters.
Participates in planning support work. Advises on procedural and documentation requirements for unit programs, plans, and annual progress reports.
Answers questions on established policy or routine matters. Coordinates the processing of forms and reports for public information maintaining approval records for the unit. As required, assists with scheduling conferences and meetings, including arranging logistics, preparing agendas, and notifying participants. Establishes, maintains and revises the office filing system.
Performs duties of limited scope and complexity in all aspects of budget activities. Assembles and evaluates data and information from a variety of sources to update the unit’s budget. Budget is regularly updated and checked for accuracy using available information. Errors and discrepancies are brought to the attention of the budget office. Maintains detailed records and supporting materials for the budget to ensure adequate compliance for audits and historical reference.
Participates in program and budget planning and correlating of work plans with administrative and regulatory requirements involving appropriated and other funds, materials, and manpower.
As a team member, participates in business management review of subunits.
