This position is a permanent Career-Seasonal (subject to furlough) appointment and does not provide for employment on a year-round basis. You may work a minimum of twenty-six weeks (26) of full-time work, but generally not more than forty-eight (48) weeks in a service year. When your employment services are not required during certain time periods due to lack of work, lack of funding or operational needs, you will be placed in a non-work and non-pay status. It is anticipated that the non-work/non-pay status will be 3 pay periods per service year.
The position may be filled at either the GS-05 or the GS-06 level. If filled at the GS-05 grade level, the selectee may be non-competitively promoted when performance and regulatory requirements are met; however, promotion is neither automatic nor guaranteed.    We expect to fill one vacancy at this time; however, the announcement may be used to fill additional similar vacancies.

Duties

Major Duties:  This position provides administrative assistance in a variety of areas including records management, travel management, procurement, personnel and payroll. Prepares routine correspondence, compiles and edits program updates and other informational documents and maintain filing systems for paper and electronic records. Uses computers, electronic database systems and other appropriate computer software. Performs IT troubleshooting and occasional basic IT support under the direction of an IT Specialist. This position will also provide administrative support to Thomas Stone National Historic Site.

Position Location:   George Washington Birthplace National Monument is located in Virginia's Northern Neck in Westmoreland County. The location is approximately 70 miles northeast of Richmond, Virginia; 35 miles south of Fredericksburg, Virginia; and 70 miles southeast of Washington, DC. Often referred to as Historyland, the area contains significant cultural resources. Natural resources are abundant, as well including a wide variety of wildlife and both the Potomac and Rappahannock rivers. The area is quiet and rural, with quaint towns along main thoroughfares and beautiful scenery in between. Public schools for areas in which the majority of employees reside include fully accredited Elementary and High Schools. There are small shopping centers located in the local area and major shopping, a university, and hospitalization is easily accessible within a 45 minute drive. Spring in the Northern Neck is green and beautiful, followed by humid summers, colorful falls, and relatively mild winters. The temperate climate, rich history, beautiful scenery and peaceful environment are why people love this area. George Washington Birthplace National Monument, located south of Colonial Beach Virginia, encompasses 550 acres of the former Popes Creek Plantation, which was where George Washington was born and is the American ancestral home of the Washington Family. In addition to a working Colonial Revival farm, visitor center, several historic structures, curatorial facility and maintenance complex, the park also has picnic grounds and a public beach. Numerous recreational activities take place in the park including fishing, kayaking and horseback riding. Annual visitation to the Monument is 130,000. To be considered qualified for this position, you must possess the qualifying specialized experience and/or qualifying education, as well as the identified selective/screen-out factors, outlined in this announcement and referenced in the occupational assessment questionnaire attached to this announcement.
SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor (screen-out) which will be used to determine minimum qualifications for this position. Applicants not possessing the Selective Placement Factor will be found ineligible for this position. The Selective Placement Factor is: Must be able to type at least 40 words per minute.
GS-05
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-04 or equivalent in the Federal Service.  Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs), competencies to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position is experience such as providing a wide variety of administrative duties in an office setting involving human resources support such as timekeeping, preparing human resource employment paperwork and orienting new employees, worker's compensation; acquisition and property management such as tracking inventory, transferring and disposals; and administrative functions such as travel, typing, maintaining files, calendars, receptionist, etc.  OR:  SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:  Four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree with courses related to the occupation, such as in business administration, recreation management, public relations, and/or communications, or that included or was supplemented by at least 24 semester hours in such subjects. OR:  AN EQUIVALENT COMBINATION OF QUALIFYING EDUCATION AND EXPERIENCE

GS-06
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-05 or equivalent in the Federal Service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs), competencies to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position is experience such as: human resources support such as payroll coordinator and providing guidance to employees, preparing human resource employment paperwork and orienting new employees, worker's compensation; acquisition and property management such as tracking inventory, transferring and disposals; administrative functions such as performing as travel manager, typing, maintaining files, calendars, receptionist, etc.; and the ability to provide advisory services to employees in multiple areas of an office. To be creditable, your experience must have involved the performance of various office duties described above equivalent to the GS-05 level in the Federal Service. THERE IS NO SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE at the GS-06 grade level.

You must include dates of employment (month and year) and hours worked per week to receive credit for your work experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. You will not receive credit for experience that does not indicate the exact hours worked per week or is listed as "varies". Part-time hours are prorated. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
