This position is located in the Office of Chief Financial Officer, Field-Based Operations Unit. The incumbent provides a wide range of financial management functions, which include planning support, financial guidance development, financial data analysis and evaluation. This position starts at a salary of $52,329.00 (IC-11).
EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

Duties
The incumbent reports to the Financial and Administration Section Chief and is responsible for collecting all cost data, performing cost effectiveness analyses, providing cost estimates and cost-saving recommendations, maintaining cost records, and providing travel voucher preparation services. Provides guidance, expertise, and analysis on financial and administrative management to incident personnel and Cost Unit staff. Provides guidelines and briefings with respect to issues, policy, and process; as well as ensures prescribed internal control processes are executed properly.
The incumbent manages the incident funding process to ensure correct fund coding, proper authorization, and appropriateness of expenditures. They will oversee the review of financial information and daily reports.

- Performing analysis and evaluation of financial data.
- Reviewing and processing financial actions in the National Emergency Management Information System (NEMIS).
- Entering financial transactions into the Integrated Financial Management Information System (IFMIS).
- Assisting in the development of financial guidance and procedural documents.
- Providing integrated cost reports to the Director with recommendations on financial management decisions.
