Duties


The Contact Representative serves as a Program Specialist in the Board of Veterans' Appeals (BVA), Litigation and Customer Support Division. The Board of Veterans' Appeals (BVA) is a major component of the Department of Veterans Affairs (VA), and on behalf of the Secretary, is responsible for entering the final decision for the many thousands of claims for entitlement to veterans' benefits that are presented annually for appellate review. The incumbent must have an understanding of the VA organization, veterans' benefits programs, applicable laws and regulations, and the Board of Veterans' Appeals Rules of Practice to respond to inquiries and relieve the Team Lead of answering many calls personally. Unusually complex or sensitive questions are referred to the Team Lead for resolution.
Major duties and responsibilities includes but are not limited to:
  • Serves as the BVA's representative or focal point of contact for responding to calls and/or correspondence concerning veterans' claims.
  • Receives telephone calls from representatives of Veterans Service Organizations, members of Congress, claimants and/or their attorneys, high-level officials of the Departments well as other Government agencies.
  • Receives formal inquiries referred from the Office of the Secretary and White House and is responsible for composing and putting into final form correspondence. When appropriate, the incumbent will also compose drafts of non-sensitive correspondence.
  • Reviews and summarizes background material for use by the Team Lead and Branch Chief in connection with appeals, procedure, or administrative matters.
  • Researches answers and appeals status to answer questions in the appropriate databases. When required, conducts research in general subject areas assigned by the Team Lead and/or Branch Chief. This research involves assembling of data and extraction of information from statutory sources.
  • Prepares reports of contact inclusion in claims files to document questions and problems discussed or action taken. Writes up reports of contact on calls handled personally and also those handled by the branch based on information provided. Where justified, the incumbent commits the Board to expedite processing an appeal, or having a case advanced on the docket. This action is to be consistent with the regulations and Board policy.
  • Assists the Team Lead and/or Branch Chief in his or her role with recruiting applicants for the professional staff.
  • Responsible for screening initial applications and answering outline questions concerning Board employment.
  • Types a wide variety of material in final form including correspondence, memoranda, reports, and is responsible for assuring proper format, punctuation, spelling and grammatical construction.
  • Operates various personal computer software programs and word processing equipment and must be a qualified typist.
  • Serves as the VA Intranet Quorum coordinator for the Board and reviews the VAIQ controlled correspondence system daily to assign VA, Congressional, and White House related correspondence as appropriate within the Board. Maintains and updates ExecVA database for the Board.
  • When directed, prepares all correspondence for Chairman's signature. Ensures that the style and tone is that preferred by the Chairman, that all issues have been covered appropriately, and that the Chairman's latest thinking on the subject is accurately portrayed; determines whether other staff or offices need to be involved in the review, and identifies problems.
  • Performs other duties as assigned.
