Duties
This position, located at the Stratton VA Medical Center, Albany, New York, performs work in direct support of administrative areas in VISN 2 facilities such as Human Resources, Budget, Procurement, Purchasing, Accounting or Fiscal Operations. Major duties include but are not limited to the following:
Work Schedule: Monday thru Friday, 8:00 am to 4:30 pm
Recruitment & Relocation Incentives: Not authorized

- Receives and examines complex payroll authorization documents (e.g. leave authorization forms, saving bonds and allotments, employee organization deductions, etc.);
- Makes computations and prepares proper forms for the pay of the full variety of civilian positions;
- Reviews time and attendance actions and utilizes databases to ensure employees are paid accurately and on time;
- Reviews unique payroll situations which affect pay, leave, entitlements, taxes, benefits, and other deductions and master pay record information;
- Makes retroactive adjustments and traces errors involving the correction of pay;
- Conducts extensive research to identify and resolve problems;
- Audits pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or timekeeping errors;
- Provides customer service in person or by phone and completes correspondence related to employee pay;
- Develops procedures and instructions for payroll operations;
- Prepares special reports required for management control, payroll reconciliation, budget, or accounting purposes;
- Conducts extensive record searches, traces discrepancies that occurred in the past, and determines the appropriate corrective actions based on existing guidelines;
- Computes and corrects any irregularities and/or provides specific guidance for corrective actions;
- Reviews time and attendance reports for diversified assigned time and leave units (covering a wide variety of pay systems);
- Provides timekeeper training through one-on-one training sessions and group briefings; and
- Performs other related duties as assigned.
