Duties

This position, located at the Stratton VA Medical Center, Albany, New York, performs work in direct support of administrative areas in VISN 2 facilities such as Human Resources, Budget, Procurement, Purchasing, Accounting or Fiscal Operations. Major duties include but are not limited to the following:

• Receives and examines complex payroll authorization documents (e.g. leave authorization forms, saving bonds and allotments, employee organization deductions, etc.);
• Makes computations and prepares proper forms for the pay of the full variety of civilian positions;
• Reviews time and attendance actions and utilizes databases to ensure employees are paid accurately and on time;
• Reviews unique payroll situations which affect pay, leave, entitlements, taxes, benefits, and other deductions and master pay record information;
• Makes retroactive adjustments and traces errors involving the correction of pay;
• Conducts extensive research to identify and resolve problems;
• Audits pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or timekeeping errors;
• Provides customer service in person or by phone and completes correspondence related to employee pay;
• Develops procedures and instructions for payroll operations;
• Prepares special reports required for management control, payroll reconciliation, budget, or accounting purposes;
• Conducts extensive record searches, traces discrepancies that occurred in the past, and determines the appropriate corrective actions based on existing guidelines;
• Computes and corrects any irregularities and/or provides specific guidance for corrective actions;
• Reviews time and attendance reports for diversified assigned time and leave units (covering a wide variety of pay systems);
• Provides timekeeper training through one-on-one training sessions and group briefings; and
• Performs other related duties as assigned.

Qualifications

TO QUALIFY FOR THIS POSITION AT THE GS-6 LEVEL, YOU MUST MEET THE FOLLOWING REQUIREMENT:
Experience: You must have at least one (1) full year of specialized experience equivalent to the next lower grade (GS-5) in Federal service which has provided you with the knowledge, skills, and abilities to perform the duties of a Civilian Pay Technician. Specialized experience includes performing payroll and/or timekeeping duties that included extracting and entering data from and into an accounting system; reviewing payroll records and documents and making computations; reviewing and researching situations that may affect pay, leave, entitlements, taxes, benefits and other deductions; ensuring pay files are updated and balanced; providing customer service to employees to answer pay questions and explain payroll requirements; conducting record searches and tracing discrepancies; maintaining files and reference data in an organized manner to facilitate preparation of monthly and quarterly activity reports requested by management; preparing reports, memoranda and data summaries, as required; and typing/computer skills that demonstrates proficiency with multiple accounting programs. NOTE: As a general rule, education is not creditable above the GS-5 level for this job series.
