Duties
The Rating Veteran Service Representative (RVSR)is located in the Veterans Affairs Regional Office located in Los Angeles, CA The RVSR works in concert with members of his/her team or other teams as a decision maker for claims involving rating decisions.
As a RVSR for the Veterans Benefits Administration you will:
Analyze claims to determine if diseases and/or injuries were incurred or aggravated by military service in the line of duty for purposes of compensation, treatment or hospitalization.
Determine service-connection percentages of disabilities permanent and total disability and entitlement to compensation, pension and vocational training.
Assure proper application of the rating schedule and other applicable instructions, and is fully accountable for proper analysis, appropriate development, and final rating determinations.
Provide consultative advice and assistance to VSRs.
Participate in meetings and training sessions and lend expertise in developing veterans service representatives' skills as they relate to evidence gathering for rating decisions.
Act as an advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.
Work Schedule: Regular office hours Monday-Friday; Alternate work schedules may be available Position Description Title: Rating Veterans Service Representative GS-0996-09/09 full performance level 12 Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization analyzing evidence (medical, benefit and/or legal documents), interpreting and applying laws, regulations and official guidance sufficient to evaluate the adequacy of collected information to determine claimant eligibility for benefits and services. Specialized experience is defined as work that involves (1) Interpreting and applying laws, regulations and policies in the management and processing of medical and benefit service claims; (2) Reviewing and analyzing medical and legal evidence to make determinations as to the entitlement and/or eligibility for benefits and services; and (3) Experience developing case file records and reports to support claim decisions.
Or applicants may substitute education for the experience required to qualify at the GS-09 level: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be substituted. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work in order to be substitutable.
Or Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned (when substituting, you can only use graduate level education that you have earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant who has 24 semester hours of graduate level education (i.e. 50% of graduate education required above the first 18 credits required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
