The mission of the Architect of the Capitol (AOC) is to serve Congress and the Supreme Court, preserve America's Capitol and inspire memorable experiences. Under the leadership of Stephen T. Ayers, FAIA, LEED AP, the roles and responsibilities of the Architect of the Capitol cover an expansive and diverse portfolio. The AOC is responsible for the maintenance, operation, development and preservation of 17.4 million square feet of buildings and more than 553 acres of land throughout Capitol Hill. Duties
This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer, Human Capital Management Division (HCMD), Employee and Labor Relations Branch. The incumbent provides administrative support to the branch and technical assistance to managers and employees regarding the policies and procedural requirements, forms and basic timeliness matters pertaining to disciplinary actions, performance management, incentive awards, labor relations, workplace violence prevention, leave administration, supervisory training and human resources (HR) metrics. Duties quoted for GS-7 level.
MAJOR DUTIES:
PROGRAM SUPPORT (40%)
As a HR Assistant, the employee provides administrative support to the branch chief, labor relations officer and HR specialists in relevant matters and program functions.
Uses personnel computer, word processing and various software programs to create, copy, edit, store, retrieve and print a variety of documents.
Produces correspondence, memoranda, directives, forms and reports.
Creates or maintains spreadsheets or databases to reflect workload data. The incumbent works from rough drafts, documents, written instructions or brief oral statements.
Uses graphics software for formal presentations by specialists or branch chief. Prepares briefing packages for the supervisor on significant cases.
Designs charts to provide information in the most effective manner. Uses database management software and electronic spreadsheets.
Maintains statistical data to monitor and report on recurring or one time statistical requirements used for briefing and other reports. Material is created in draft or final form into a variety of formats utilizing terminology common to the program and organization.
Ensures accuracy and timeliness of information, spelling, grammar construction, punctuation, format and presence of necessary enclosures.
Maintains electronic and hard copy files of office operations.
EMPLOYEE AND LABOR RELATIONS ASSISTANCE (60%)
Assists with cases involving employee misconduct and performance issues.
Assists with compiling the branch annual report, monthly reports, quarterly reports and data for the strategic plan.
Maintains the branch list of annual notifications and prepares routine communications according the established schedule.
Assists with handling information requests from the unions; handling the logistics for arbitrations; performing routine research; and supporting the labor relations officer in the performance of duties.
Provides assistance concerning the administration of the awards and service recognition programs.
Provides assistance in coordinating Drug & Alcohol Free Workplace Awareness Sessions.
Provides assistance coordinating drug testing programs including training sessions for supervisors.
The incumbent must follow all relevant safety rules, regulations, and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized.
