Summary
The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.
As a Purchasing Agent, you will be responsible for the following duties (If selected at the GS-05 and GS-06 levels, duties will be performed in a developmental capacity):
Utilize the Government Purchase Card (GPC) to procure supplies and services.
Perform simplified acquisitions using the government purchase card (GPC), and issues delivery orders against existing requirements contracts and blanket purchase agreements (BPAs).
Review delivery time, minimum requirements and proper item descriptions.
Research applicable contract clauses and provisions for purchases that involve special handling such as inspection, acceptance, packaging, shipping, etc., and determines the best method of transportation for articles ordered dependent on urgency of request.
Interpret and apply current Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR) Supplement, Defense Logistics Acquisition Directive (DLAD) and local agency purchasing regulations, policies and procedures.
Resolve discrepancies with vendors when problems arise using tact and diplomacy at all times when dealing with vendors/contractors.
ABOUT THE POSITION: This is an Acquisition, Technology & Logistics (AT&L) Workforce Position in the Purchasing Agent Career Field. The incumbent will be required to become certified at Level I for positions advertised at GS-5, Level II for positions advertised at GS-6 and GS-7 and higher in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. AT&L position requirements will be used in the evaluation criteria.

Qualifications
To qualify for a Purchasing Agent, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-05 level, applicants must possess one year of specialized experience equivalent to the GS-04 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
GS-05: Reviewing and screening purchase requests for standard information such as item name and part number; preparing paperwork in support of the purchasing process; communicates with others in the organization to obtain, clarify, or give facts and information relating to the purchasing process; uses automated or manual small purchase systems sufficient to locate, add, and retrieve information.
GS-06: Performing basic arithmetic used in business to make simple comparisons of price, discounts, transportation costs or similar terms and using automated or manual small purchase systems sufficient to locate, add and retrieve information.
GS-07: Negotiating for price reductions or other remedies; monitoring vendor performance through contacts and reviewing of progress reports; purchasing commercial supplies and services through competitive open market procedures or through orders against established contracts; consolidating orders to meet minimum ordering quantities under Federal Supply Schedules; assisting customers define product characteristics and explain the rules on use of mandatory supply sources and penalties for returning items; negotiating with vendors on a limited variety of issues, such as price breaks for items ordered before a sale date, accelerated delivery, reduction of service charges and waiver of restocking fees and identifying sources from established lists, history files, catalogs, newspaper ads, etc.
B. GS-05 Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ift.tt/15fL3d2. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess four (4) years of education above the high school level.
C. GS-05 Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-05 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Your qualifications will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:
Knowledge of the Government Purchase Card and simplified acquisition policies and procedures.
Ability to interpret and apply provisions of the Federal Acquisition Regulations (FAR).
Ability to communicate.
Knowledge of small purchase procedures and methods.
