Responsibilities
The selectee may be promoted to the full performance level (GS-7) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties:
Maintains responsibility for statistical and data gathering related to recurring and special one-of-a-kind reports. Assists in the gathering and analysis of information in support of various Human Resources programs. Reviews reference material and researches manuals for information related to regulatory and procedural aspects of program and/or special studies.
Assists with the implementation of recruitment program by preparing vacancy announcement for lower graded General Schedule and Hybrid positions utilizing USA Staffing. Develops job analysis, and category rating descriptions and assessment questionnaires. Determines eligibility
and qualification ratings of applicants and prepares certificates of eligible candidates. Prepares and submits request to the Delegated Examining Unit to have positions posted to the public.
Utilizing WebHr, completes Requests for Personnel Action Forms (SF-52) for staffing actions, determining appropriate nature of action, legal authority, appropriate retirement code etc. Calculates service computation dates. Provides direct assistance to Human Resources Assistant (PAID) in the processing of unusually complicated action, such as excepted appointments, grade and pay retention, etc.
Prepares and submits hybrid packages for review of the Professional Standards Board. Provides technical assistance to promotion panels in the ranking of applicants.
Develop and maintain the new hire processing. The HR Assistant is responsible for ensuring the information provided is up to date and that the process provides the appropriate information to new hires.
Provide advice and guidance to management and employees in a wide variety of HR areas. The HR Assistant is responsible for solving issues related to benefits, qualifications, leave etc., when referred to by others. Responds to questions concerning benefits as leave accrual, life insurance, health benefits, retirement and/or FICA coverage, special pay for certain Title 38 employee and/or uniform allowance, etc.
Establishes and maintains logs and files relating to staffing functions such as: recruitment measures, Veteran Recruitment applicants, priority placement files; schedule A files; grade and pay retention files. Completes quality review of staffing folders and maintains files of recruitment folders.
Participates in orienting new supervisors in the use of WebHr and USA Staffing (as a Hiring Manager).
Work schedule: Monday - Friday 08:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2017.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify for the GS-7 level based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
You may qualify for the GS-6 level based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
You may qualify for the GS-5 level based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four years of education above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.
You may qualify for the GS-4 level based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-3) in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years of education above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Education
There is no educational substitution at the GS-6 or GS-7 level.
