This is a Career/Career-Conditional Full-Time appointment.
This position is concurrently open under Announcement Number WO-1614-CRAD-18-10063704-ST for merit promotion eligibles.
Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.
Incumbent is responsible for receiving, acknowledging, organizing, and maintaining all incoming NAGPRA compliance documents, grant reporting documents, Review Committee request documents, and civil penalty allegations in paper and electronic format.
Incumbent is responsible for acknowledging receipt of all incoming documents in a timely manner, and entering all documents into database tracking systems.
Incumbent is responsible for working with Program staff to ensure all documents are readily accessible to the Program staff.
Incumbent manages the significant volume of documents related to all areas of the National NAGPRA Program, including compliance, grants, notices, civil penalties, and general correspondence.
Incumbent supports the work of other NAGPRA Program Coordinators relating to the administrative process established under NAGPRA.
Incumbent is responsible for contributing to reports, participating in training and outreach activities, responding to general public inquires for Program assistance, and completing other NAGPRA-related tasks and projects assigned by the program manager.
Duties will be developmental in nature when filled below the full performance level.

Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home . You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications
GS-07 Level: Applicant must have successfully completed One full year of graduate level education. OR
Are eligible under the Superior Academic Achievement Provision based on class standing, grade-point average, or honor society membership. The superior academic achievement provision (S.A.A.) is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed all the requirements for a bachelor's degree from an accredited college or university. S.A.A. is based on: 1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; 2. Grade-point average - Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computer based on 4 years of education, or a s computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3. Honor society membership - Election to a membership in a national scholastic honor society. OR
Possess One year of specialized experience equivalent to the GS-05 level. Examples of specialized experience for this position include, but are not limited to: assisting with program administration; preparing correspondence and requests; tracking documents; receiving, coordinating, and processing requests within regulatory time frames; responding to complex requests or inquiries; and experience working with NAGPRA notices and grants. At this level, completed work is closely reviewed for effectiveness and in regular consultation with the supervisor. OR
Have an equivalent combination of successfully completed post-high school education and experience (only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable towards meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience). For example, I have 6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with two years of education as outlined above (50% of the education required to qualify), which included related courses such as American history, science, education, parks and recreation, communications and/or public speaking (50% of the directly related coursework required).
If selected at the lower grade: The incumbent will work under close supervision performing the overall duties and responsibilities as described in the full performance level of the position description, until the employee has acquired sufficient familiarity with the office policies, procedures, and objectives to assume the full range of assignments.
GS-09 Level: Applicant must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR
One year of specialized experience equivalent to at least the GS-07 level in the federal service. Examples of specialized experience for this position include, but are not limited to: assisting with program administration; analyzing and reviewing, preparing correspondence and requests; monitoring, inputting and tracking documents or accounts; receiving, coordinating, and processing requests within regulatory time frames; responding to complex requests or inquiries; experience working with NAGPRA notices and grants; and serving as the liaison between the requester, group supervisor, etc. At this level, completed work is reviewed for effectiveness in meeting objectives developed in consultation with the supervisor and conformance with overall requirements. OR
Successful completion of a combination of education and experience as described above. To combine education and experience, first take . Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the grade level(s) of this announcement.
