Summary
The selectee for this position will serve as a Transportation Assistant (Vendor/Storage Management) at the Navy Household goods/Personal Property Shipping Office (HHG/PPSO) Vendor/Storage Management Section (inspections, quality assurance, storage management, invoicing and customer assistance) located within NAVSUP FLT LOGISTICS CNTR SAN DIEGO, CA. The Vendor/Storage Management section is responsible for ensuring corrective action is initiated when Transportation Service Providers (TSPs)/contractors do not provide required services, approving invoices, and managing shipments in storage. Responsibilities
The successful selectee will perform the following duties:
Acts as point of contact for all household goods shipment management functions related to invoicing, Storage in Transit/Non-temporary Storage (SIT/NTS), and providing Transportation Service Provider (TSP) quality assurance oversight.
Approves/disapproves invoices submitted by Transportation Service Providers (TSPs) or contractors.
Manages shipments in both Storage-in-Transit (SIT) and Non-Temporary Storage (NTS).
Travel Required
Occasional travel - Selectee must be willing to travel approximately 5% of the time.
Males must be registered or exempt from Selective Service. www.sss.gov
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.
May be required to successfully complete a probationary/trial period.

Requirements:

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
The individual is assigned to a sensitive national security position and must be the subject of a favorably adjudicated Personnel Security Investigation (and subsequent periodic reinvestigations) resulting in a favorable eligibility determination for assignment or retention to a sensitive national security position. The individual must obtain and maintain eligibility for assignment or retention to a sensitive national security position as a condition of employment, regardless of the requirement to access classified information.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.
Selectee may be required to travel to meetings and conferences and must be willing to travel approximately 5% of the time.
Selectee must possess valid US Driver's license and obtain/possess Government vehicle operator permit.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Qualifications
In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates knowledge and application of an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems in connection with the storage and movement of personal property by government or commercial means. Examples of credible specialized experience include some or all of the following: 1) Determine and advice on various entitlements or procedures, such as the type and quantity of personal property that can be stored at Government and/or commercial expense; the storage entitlements, liabilities, and prohibited items; and the paperwork necessary to document storage and substantiate claims for reimbursement of expenses or damage to goods; 2) Consider factors such as the age and condition of the item to determine the kind of special handling needed to store property safely; 3) Serve as the contact point for resolving problems related to storage assignments and transportation service providers; and 4) Utilize automated information systems to input/correct a range of shipment information or track shipments.
