  • Summary

    This vacancy announcement will be open from September 7, 2017 to September 13, 2017 or when 100 applications have been received. The vacancy will close on whichever day the first of these conditions are met. If the application limit is reached on the same day the announcement opened, the open and close date will be the same.     The Pathways Internship Program targets students accepted for enrollment or currently enrolled in a qualifying educational program in an accredited institution, on a full or half-time basis with paid opportunities to work in agencies and explore Federal careers while still in school. Applicants must meet the definition of "student" in order to be considered for this opportunity. Internship appointments under the Internship Experience Program (IEP) are non-temporary and can last the duration of the student's academic program. This will be determined at the time of selection. Interns may work full-time or part-time schedules.

    At the successful conclusion of the program, interns may be eligible for non-competitive conversion to a Federal career or career-conditional position in the competitive service. Conversions to the competitive service are not guaranteed.

    Pathways candidates must meet the DOS qualification standards applicable to the position being filled. All applicants must meet the qualifications by the closing date of this announcement.
    • Cumulative GPA of 2.0 at time of application and must maintain at least a 2.0 GPA throughout the entire Pathways Internship appointment;
    • Degree does not have to be related to the position/series; however to be eligible, candidate must meet the OPM qualification standards for the position to which the Intern may be converted.
    Student means an individual accepted for enrollment or enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93-842. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this Program.

    The Bureau of Overseas Buildings Operations (OBO) mission is providing safe, secure, and functional facilities that represent the U.S. government to the host nation and support our staff as they work to achieve U.S. foreign policy objectives.This position is located in the Bureau of Overseas Buildings Operations in the Planning and Real Estate, Office of Master Planning and Evaluations, Master Planning Division (OBO/PRE/MPE/MPD) or Office of Design and Engineering (OBO/PDCS/DE).

    OBO/PRE is responsible for developing strategies on new solutions for the Department’s overseas facility programs encompassing complex analyses of over 23,000 properties in over 170 countries with a replacement value of more than $80 billion. As any large owner-occupier of international real estate, we are always buying, selling, and repositioning our properties to better advance our diplomatic mission. We also have robust new construction and rehabilitation programs that have traditionally received over $1 billion in funding per year. The leasehold portfolio alone exceeds 16,000 leases with an annual budget of over $500 million. The Planning and Real Estate group has won seven (7) national awards in the areas of Asset Management, Public Projects, Master Plans, and Best Practices.

    The Office of Design and Engineering (DE) provides expertise in architecture; landscape architecture; space programming; space planning; interior design; graphic design; sustainability; civil structure, seismic, blast, geotechnical, electrical, and mechanical engineering; telecommunications; and security. DE directs design coordination of OBO’s building program, managing designs from planning through construction. DE monitors the performance of the architecture-engineering contractors hired to execute OBO’s projects. The office serves as the building code official, confirms the technical adequacy of construction documents, and issues building permits.

    As an Architect Trainee, you will:
    • Perform professional assignments of limited complexity, related to specific missions of the organization and broad projectsmanaged by high-graded staff.
    • Apply professional knowledge of, and skill in applying, basic theories, concepts, principles, and methodology for practicing the art and science of an engineering or architectural science discipline sufficient to accomplish developmental assignments utilizing basic techniques, procedures, and methods.
    • Understand and complete limited engineering or architectural designs and projects.
    • Carry out, interpret, and explain basic computations and calculations.
    • Read, understand, manipulate, analyze, interpret, and convey findings.
    • Assist higher-graded architects/engineers in analyzing engineering technical requirements
    • Search technical records to obtain information relating to projects.
    • Apply basic formulas to routine calculations; prepares graphs, curves, and tables for other engineers/architects; and performs drafting and minor detail design.
    • Perform other related duties as assigned.
