Duties

This position is located in the Health Information Management Section (HIMS) of the Business Office at the Washington DC Veterans Affairs Medical Center (VAMC) serving as a Medical Record Technician in the Release of Information (ROI) Unit expected to work closely with all members of the health care team and administration and required to periodically participate in training on Release of Information. Major duties including but not limited to:

• Abstracting and processing medical releases of information requests;
• Reviewing paper and computerized medical records to identify material to be photocopied/printed/written to electronic media and released;
• Completing and processing routine releases of information to other agencies when requested;
• Processing Social Security requests for medical information;
• Composing and typing all forms of correspondences;
• Monitoring the quality and quantity of work produced and ensuring adherence to applicable requirements and regulations;
• Ensuring maintenance of GEMS requirements in accordance with established policies; and
• Other related duties as assigned.

Work Schedule: Core Business Hours: Monday through Friday 8:00 am to 4:30 pm (tour of duty negotiable upon selection)

Qualifications

Basic Requirements:
Citizenship. Citizen of the United States.  (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, chapter 3, section A, paragraph 3g.)
English Language Proficiency. Medical Record Technicians must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Experience and Education
Experience. One year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform MRT work.
OR,
Education. Two years above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy& physiology, and introduction to health records).
OR,
Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate for combining education and experience:
(a) Six months of experience that indicates knowledge of medical terminology and general understanding of the health record and one year above high school with a minimum of 6 semester hours of health information technology courses. (b) Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision may be substituted on a month-for-month basis for up to six months of experience provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. Also requires six additional months of experience that indicates knowledge of medical terminology and general understanding of the health record. 
NOTE: A copy of your transcripts must be submitted if using education for qualifying purposes.
Grade Determinations:
GS-4 MRT (ROI) Entry Level
Experience or Education. None beyond basic requirements.
Assignment. Employees at this level serve in entry level MRT (ROI) positions and receive close supervision from more experienced ROI staff members.
GS-5 MRT (ROI) Developmental Level
Experience. One year of experience equivalent to the next lower grade level or successful completion of four years of education above high school from an accredited college or university with a minimum of 24 semester hours in health information technology.
NOTE: A copy of your transcripts must be submitted if using education for qualifying purposes.
Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Ability to utilize health information technology and various office software products utilized in MRT (ROI) positions (e.g., the electronic health record, release of information systems, etc.);
2. Knowledge of the Joint Commission requirements and/or health record documentation guidelines; and
3. Ability to manage priorities and coordinate work in order to complete duties within required timeframes and ability to follow-up on pending issues.
Assignment. Employees at this grade level serve in developmental positions as MRTs (ROI) and receive guidance from more experienced staff members for more complex ROI procedures.
GS-6 MRT (ROI) Full Performance Level
Experience. One year of experience equivalent to the next lower grade level.
Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. In-depth knowledge of the laws and regulations related to the authorization and disclosure of health information and ability to apply said laws and regulations related to the disclosure of health information (e.g., Privacy Act, Freedom of Information Act, Health Insurance Portability and Accountability Act (HIPAA) and 38 U.S.C. 7332);
2. Ability to manage priorities and coordinate work in order to complete duties in an accurate and timely fashion;
3. Ability to follow up on pending issues in order to meet required response times; and
4. Ability to research and solve difficult questions related to release of health information in an accurate and timely manner.
Assignment. This is considered the full performance level for ROI technician positions. ROI technicians at this level apply, interpret and analyze laws and regulations related to the disclosure of health information. Responsible for educating requestors on requirements for submitting requests for health information. Complete all requests for health information in accordance with applicable laws and regulations.
