Duties
This position is in the Engineering Department at the VA Greater Los Angeles Healthcare System Sepulveda Ambulatory Care Center, North Hills, CA. The Utility Systems Operator serves as the Utility Systems Operator overseeing the operation of a centralized air conditioning and boiler plant that serves a complex of buildings located in a campus style environment. The air conditioning plant consists of multiple large capacity chillers that provide cooling by transporting chilled water through underground piping to air conditioning equipment located within these buildings. The boiler plant consists of multiple high pressure boilers and associated auxiliary and pollution control equipment that transport steam through underground piping to steam regulating stations located within each building. This position is located at a Department of Veterans Affairs Greater Los Angeles Healthcare Center, Sepulveda Ambulatory Care and Nursing Home or the West Los Angeles Campus. Major duties and responsibilities include:
Air Conditioning Plant Duties: Monitors and controls the environment in remote buildings from a computerized building automation system (BAS) by operating temperatures and airflow and starting and stopping of fans. Monitors zone temperatures for critical hospital and research operations. He or she knows when to take chillers, pumps, air handlers, and cooling tower fans off line, or to place additional ones on line to meet load requirements, and to log readings for the various zones and chillers that are in operation.
Work Schedule: 5 days a week including weekends and holidays; Rotating shifts 7:00 am 3:00 pm, 3:00 pm - 11:00 pm, 11:00 am - 7:00 am

- Prepares rotational shift schedule, maintaining employee vacation schedule, scheduling periodic boiler testing, ordering water treatment chemicals and repair parts, troubleshooting difficult problems, reviewing daily log sheets, assign preventive maintenance, manage service contracts and contract service technicians, and provide operating training.
- Serves as "relief operator" to cover shift work for operators on vacation.
Air Conditioning Plant Duties: Monitors and controls the environment in remote buildings from a computerized building automation system (BAS) by operating temperatures and airflow and starting and stopping of fans. Monitors zone temperatures for critical hospital and research operations. He or she knows when to take chillers, pumps, air handlers, and cooling tower fans off line, or to place additional ones on line to meet load requirements, and to log readings for the various zones and chillers that are in operation.
- Checks temperature sensing points in various building areas and adjust controls to meet local requirements and desires.
- Tests water in cooling towers and add chemicals for control of alkalinity, algae, and scale formation.
- Performs operator maintenance such as cleaning strainers, replacing broken or worn drive belts on motors, lubricating the various compressors, fans, shafts and steam glands of pumps, and moving parts of other operating and standby equipment.
- Uses various lubricants and maintain a log of tasks and requirements.
- Provides constant attention to maintain operating efficiency and control of emissions.
- Monitors combustion levels to ensure compliance with air pollution laws or regulations.
- Uses manual, automatic, or microprocessor based automation control systems and monitors, adjusts, and control all phases of boiler plant operations.
- Performs limited or basic electrical repairs.
- Operates emergency electrical generators to meet plant electrical requirements when the main electrical source is unable to provide the necessary power.
