About the Agency

The Parking Assistant- Special Police Officer is armed and serves in uniform. He/She serves in various posts over a period of time, during hours when the National Gallery of Art is open to the public. The incumbent works a day shift (0800-1630) on a Monday-Friday Schedule and will be assigned to an AOP-Operations team.

Duties

The incumbent:

• Assists with the Gallery’s temporary parking program coordination.
• Provides procedural clarifications and recommends policy or procedural changes to the Assistant Chief and Parking Coordinator for the efficiency of the Gallery’s parking program.
• Coordinates the maintenance and washing of AOP’s patrol vehicles at the direction of the AOP-Operations CORs responsible for the respective contracts.
• When on duty as a SPO, incumbent serves at stationary posts or patrols heavily trafficked public areas or locations that are vulnerable to crime against persons, theft, vandalism and damage.
• Enforces a wide variety of Federal and local laws, National Gallery of Art rules, including traffic and parking regulations to ensure the welfare and safety of visitors and employees of the National Gallery of Art and to protect priceless and irreplaceable works of art.
• Conducts preliminary investigations that require the taking of notes and preparing reports.
• On all assignments, the incumbent is alert for unusual conditions and incidents, immediately investigates and assesses abnormal conditions, and initiates appropriate action to cope with the situation.
• May be required to secure buildings, sounds alarms, detain violators, call for police assistance or take other appropriate action.
• To control access into the Gallery, incumbent may deny admission to undesirable or unauthorized persons, prevent unauthorized removal of Gallery property, answer inquiries from visitors, and aid persons in distress.
• Performs other duties as assigned.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for GS-085-6. This requires one year of specialized experience equivalent to the GS-6 level in the Federal service which has involved (a) the protection of property against such hazards as fire, theft, damage, accident or trespass OR (b) maintaining order and protecting life. Such experience must have provided knowledge of protective systems and techniques.

Candidates must meet these criteria as well:

No disciplinary actions (this includes letters of warning and reprimand, suspensions and demotions) in the last eighteen (18) months prior to the vacancy announcement opening date and during the selection process.

At least a 3.00 overall performance rating on the most recent NGA performance appraisal (Candidates who do not have an official NGA performance rating of record will be rated after they have served in the same position for a least ninety (90) consecutive days).

Ability to perform all essential functions of the position with or without reasonable accommodation.

Successful completion of NGA Basic Museum Security Training Course.

A valid state or District of Columbia (DC) driver’s license.

No domestic violence convictions (per Domestic Violence Amendment of Gun Control Act of 1968 “Lautenberg Amendment of 1996”).

Work is performed on the day shift, between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday. Incumbent is responsible for fulfilling temporary parking requests from the Gallery staff and as directed by the Parking Coordinator in the Administrator’s office. He/she will coordinate temporary parking space assignments and when needed, move vehicles to designated spaces. Incumbent conducts patrols within assigned area, stands at fixed locations or sits in an enclosed area accessible via a locked door.

Mandatory overtime may be assigned as required. The incumbent may frequently inspect both buildings, which involves continual walking, climbing of ladder-type stairways, going up and down stairs, and over or under pipes in the tunnels.

Work is performed in the parking areas, grounds of the Gallery as well as inside of the building, however outside work and patrols are routinely and frequently made, regardless of weather conditions, snow, sleet, rain, etc. The incumbent may be exposed to temperatures above 90° F and below 32° F and humidity conditions over 90%.

The incumbent may have to restrain a disorderly or unruly person within his or her area of responsibility who represents a threat to public safety or to the works of art.

Days off are fixed, not rotated and determined by seniority.

The incumbent is required to annually re-qualify with the department’s services weapon and re-certify in First Aid, CPR and physical assessment. Failure to re-qualify or re-certify will result in removal from this position. This is also a Drug Testing Designated Position.
