Duties

This position is a part of the Prosthetics and Sensory Aids Service (P&SAS) within the Network Prosthetics Service Line VISN 22.  The position is located at the Community Based Outpatient Clinic (CBOC) in Oceanside, and is part of the VA San Diego Healthcare System.  The incumbent serves at the Data Entry/Office Clerk in the Patient Services Section area for the P&SAS throughout VISN 22.  As the Data Entry/Office Clerk, incumbent greets and triages visitors to the office in order to either directly assist or direct them to the proper person for assistance.
- Courteously answers and responds to inquiries received via telephone from both Veteran's and facility staff members.
- Reviews and distributes electronic P&SAS consults to appropriate purchasing agent.
- Assists veterans by issuing out the appropriate requested items available in stock.
- Posts items issued from stock and completes the consult for services rendered through the P&SAS software package.
- Procure items below the micropurchase threshold for patients at the discretion of the Site Manager.
- Provide addtional adminsitrative and clerical support to the entire P&SAS as needed.
- Utilizes computer programs (Microsoft applications, VISTA, CPRS, etc) in order to input and extract data.
- Must be familiar with the wide range of VA manuals, handbooks and regulations that govern the eligibility and entitlements of patients.
Work Schedule: Full Time, Monday - Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:  Providing assistance or customer service as a front desk greeter in an office setting; answering and responding to inquiries via telephone or in person; clerical experience such as preparing correspondence, maintaining and filing administrative or record system;  experience using office automation systems such as word processor, database or spreadsheet software; researching, interpreting and applying regulations and directives; and using computer to manage and issue stock.
OR
Applicants may substitute education for the experience required for the GS-5 level. Applicant must have 4 years of education above high school.
OR
Applicants may also combine education and experience to qualify at the GS-5 level. To calculate, first identify the percentage of required education you have earned (when substituting, only education in excess of the first 60 (i.e. beyond the second year) is creditable toward meeting the specialized experience). One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Physical Requirements:  Some walking is involved in collecting the documentation/data that needs to be recorded.  Some lifting and stretching is required when obtaining stock items, files, documents, printer paper, and other items.  The greatest portion of this position is repetitive typing on a computer keyboard, and glare from the computer monitor.  Incumbent when needed may be required to change ink catridges in his/her printer, adding paper to the copier machine.  Incumbent may be required to lift packages weighing up to 25 pounds and not to exceed 50 pounds without assistance.
