About the Position:
The Military Entrance Processing Station (MEPS) is a relatively small organization with a mission critical to our national defense. Our job is to process applicants for all five services into the armed forces. The job is both challenging and rewarding. For most new military service members, processing through the MEPS is the first real exposure to a military operation. For that reason, we seek customer-oriented employees with a desire to serve their country in a meaningful way.
The Fort Hamilton MEPS is one of a network of 65 MEPS located nationwide and in Puerto Rico. A separate Department of Defense (DoD) agency, USMEPCOM is comprised of two geographical sectors and staffed with personnel from all military services. The mission of USMEPCOM and the Fort Hamilton MEPS is to process individuals for enlistment or induction into the armed services, based on DoD-approved peacetime and mobilization standards.

NOTE: This is a TERM position with the initial appointment for 2 years, but the Activity has the option to extend up to 6 years.
Duties
The incumbent serves as a Program Support Specialist at the battalion level located in the United States Military Entrance Processing Command (USMEPCOM). Incumbent's primary responsibilities include oversight and management of battalion programs such as Command Supply Discipline Program (CSDP), Financial Liability Investigation of Property Loss (FLIPL), Defense Travel System (DTS), Government Travel Card (GTC), Government Purchase Card (GPC), and Budget Planning and Execution. Provides support to subordinate Military Entrance Processing Stations (MEPS) in the areas of Facilities Management, Inter-Service Support Agreements (ISSAs), and GSA Vehicle Management. Serves as liaison between the battalion and sector on logistics matters. Specifically, you will:
Manage the overall property book, placing special emphasis on supply accountability
Ensure inventories are accomplished in a timely manner and properly reported
Conduct annual supply program inspections of subordinate stations
Compile and review monthly vehicle reports
Serve as Point Of Contact (POC) for safety and occupational health compliance
Review budget execution and midyear reviews of operating budget
Serve as primary POC for the automated travel system (DTS)
Serve as technical authority for implementation of regulations, policies and directives related to credit cards
Obligated position (employee on overseas rotation)
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience which includes 1.) Using automated systems to compile technical data; 2.) Maintaining oversight of smaller organizations by managing and providing guidance on program activities; 3.) Coordinating with command staff and higher echelon; 4.) Analyzing reports; and 5.) Preparing budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a major study (e.g. electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields) related to the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

This is a Career Program (CP) 51 position.
Obligated Position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has entitlements to that position. During the obligation period, the manager has the option of filling the position on a temporary or permanent basis. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time.
Position May be converted to career-conditional or career appointment under specific conditions.
