About the Position:
This position serves as the Navigational Project Assistant (OA) for the Willow Island Locks and Dam. You will serve as the primary project field office employee responsible for providing the Lockmaster and staff administrative and clerical support in areas of budgeting, purchasing, property control, personnel actions, data processing, reporting, and other project office operations. You will serve as the primary project site employee responsible for the review and application of administrative guidelines necessary for project operations.

Duties

• Develops and maintains data relative to the various funding programs.
• Performs a variety of personnel administration activities, purchasing and property accounting activities.
• Assists the Contracting Officer Representative (COR) in administering the maintenance service contracts, prepares work orders and modifications.
• Assists the Program manager to formulate an annual budget, to forecast distribution and usage of fund allocations, and to monitor budget execution throughout the budget year.
• Prepares and maintains job descriptions, performance appraisals, award nominations, and a variety of personnel forms.
• Administers purchases for equipment, supplies, and services in accordance with current regulations.
• Performs general office management activities.
• Responds to telephone requests for navigational/river information and complaints from the public, other Government agencies and commercial navigational interests, concerning water levels, river conditions, specific boat movements, status of on-going programs, location of recreational sites, employment procedures, etc.

Qualifications

GS-4:
General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as, performing general office support and assistance in an office setting receiving visitors, scheduling appointments, sorting mail, and typing correspondence.

OR

Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.

GS-5:
Specialized Experience: One year of specialized experience which includes checking email and maintaining office calendar for visitors, and coordinating events; compiling and maintaining information and statistical data to prepare various recurring and non-recurring reports on navigational, operational, and administrative matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

GS-6:
Specialized Experience: One year of specialized experience which includes assisting with property accountability activities for inventory of expendable and non-expendable property; projecting and estimating fiscal year allocations of contractual and non-contractual commits and obligations; coordinating travel arrangements with appropriate elements; and monitoring and maintaining ongoing overview of the office's financial situation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
