Summary

About the Agency

The selectee for this position will serve as a Freight Rate Assistant (Office Automation) in the Supply and Information Services Division of the NAVAL RESEARCH LABORATORY (NRL). The Division provides NRL and its field activities with contracting, supply management, technical information, and administrative services. The individual performs various duties ranging from clerical support to preparation of shipping documents in accordance with the Defense Transportation Regulations (DTR) for domestic and international shipments.

Duties

The successful selectee will perform the following duties:

• Identify and classify a wide range of materials, including explosives, hazardous materials, general type material and supplies, weapons, and component parts of major equipment;
• Coordinate movement plans and make local arrangements necessary for shipment of material by commercial carrier or the NRL transportation contractor;
• Prepare documentation needed for shipments and submit shipment information through the Electronic Transportation Acquisition (ETA) system;
• Enter financial data in the Integrated Management Processing System (IMPS) upon delivery confirmation and use the U.S. Bank Syncada system for carrier payment;
• Ensure accuracy of completed shipping documentation, bills of lading, transportation control movement documents, and correspondence for movement of materials by all modes of transportation.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NC-01 (GS-1/4) in the Federal Service performing some or all of the following duties: 1) Provide assistant level support using office automation equipment/software; 2) Utilize a computer system or an application to perform various administrative/clerical functions; 3) Identify and classify a wide range of materials, including explosives, hazardous materials, general type material and supplies, weapons, and component parts of major equipment; 4) Ensure accuracy of completed shipping documentations and correspondence for movement of materials by all modes of transportation.
OR:
You have successfully completed four years of education above the high school level in any field leading to a bachelor's degree or have obtained a bachelor's degree from an accredited college or university.
OR:
You have some specialized experience as described above but less than one year, and have post-high school education in excess of the first 60 semester hours (i.e., beyond the second year) that totals at least one year. (Note: One full academic year of study, or 30 semester hours, beyond the second year is equivalent to 6 months of specialized experience.

Requirements:

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.

Selectee will be required to complete and submit a Confidential Financial Disclosure Report, OGE-450, prior to entering the position and annually thereafter.

Work requires lifting and moving items up to 45 pounds.

Work requires occasional travel.
