About the Position:The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal). Who May Apply: U.S. Citizens. Duties
Performs various duties involving the control, processing and delivery of incoming mail. Reviews incoming materials, including directives, mail and publications. Processes an extensive variety of types of materials for outgoing mail or further routing. Picks up material at mail point stops and sorts it for further processing/routing. Separates for internal or external distribution and by class of mail. Screens outgoing mail for signatures, date stamps, and complete addresses, to ensure compliance with procedural requirements and postal regulations. Assists in records management by independently performing standard support tasks. Independently designs single purpose forms for local use within small, stable organizations, and maintains related records. Serves as an alternate for the Installation Identification Support Technician and as an alternate time keeper.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: One full year of experience equivalent to at least the GS-04 grade level (or equivalent) of the Federal service which included: (1) Sorting and/or processing various types of mail, such as certified, express, registered and classified; (2) Reviewing and composing correspondence, documents, and/or forms for local use; and (3) Experience in planning and organizing work.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Office Procedures and Requirements
- Mail Processing
- Administrative and Clerical Support Functions
- Customer Service
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
a) Successful completion of at least four years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university;
-OR-
b) An equivalent combination of successfully completed post-high school education and specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
