About the Agency

This job opportunity is for a Mail Processing Equipment Operator in the Finishing Section, Document Services Branch, National Processing Center (NPC), U.S. Census Bureau located in Jeffersonville, Indiana. This position sets up, adjusts, operates, and monitors mail processing equipment to prepare a variety of material for mailing. This position is included in the bargaining unit.

Tour of Duty: Mixed Tour, Monday – Thursday, hours range from 4:00 p.m. to 12:30 a.m. Alternate work schedule (AWS) is not available.

Mixed Tour Work Schedule: Mixed tour is a combination of periods of full-time, part-time, and intermittent work schedules which allow the best utilization of the employee based on the work requirements of the organization. Whenever there is a change in the workload, your work schedule may be changed to full, part-time or intermittent.

Duties

The individual selected for this position will:

• Set-up, operate and maintain 40 to 50 pieces of various dissimilar types of automated equipment such as: inserters, folders, addressing equipment, both inkjet and paper labelers, decollators, bursters, power cutters, drills and various binding equipment.
• Independently identify and resolve problems caused by substandard materials, improper machine operation and procedural errors.
• Maintain controls, records, logs and current equipment specifications which provide essential information to supervisors, scheduling coordinators, sponsors and automated reporting systems.
• Conduct training sessions as instructed by supervisor to provide other operators with procedural and equipment changes which affect job processing.
• Perform operator maintenance and periodic inspections or servicing such as daily, weekly and monthly lubrication and replacement of parts, including springs, suction cups, vacuum lines, rubber rollers, and similar parts.

Qualifications

You qualify at the Grade 05 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the Grade 04 level to meet the qualification requirements in the Federal service. Examples include experience that demonstrates the knowledge and skill in the use of the operating procedures, techniques, and interrelationships of automated equipment such as inserters, folders, addressing equipment, and other related devices.

You qualify at the Grade 06 level if you meet the basic requirements and possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the Grade 05 level to meet the qualification requirements in the Federal service. Examples include experience that demonstrates the knowledge and skill to set-up and operate a variety of automated equipment such as folders, inkjet addressing equipment, power cutters, inserters and also diagnose and correct error situations or mechanical faults to prevent down time of equipment.

EDUCATION SUBSTITUTION:

Grade 05: Successful completion of a full 4-year course of study in an accredited college, university or business, secretarial, or technical school may be substituted for the required experience. Equivalent combinations of successfully completed post-high school education and experience may be used to meet qualifications. Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable.

Grade 06: Not applicable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL REQUIREMENTS: This position requires substantial standing for extended periods of time and frequent pushing and pulling of bins, warehouse trucks or postal containers to other processing locations. The work requires frequent bending, stooping, reaching and walking while handling printed materials, paper and other components. The employee lifts, on a recurring basis, a variety of moderately heavy materials and supplies (approximately 30 pounds) such as boxes of forms, record boxes, boxes of cards and envelopes. Rarely, the employee may be required to lift heavy (over 50 pounds) items such as mailbags or large stacks of paper stock. The work is repetitive, fast paced and done in an assembly line atmosphere. Procedures and policies are established for jogging and flipping material, checking for completeness and print quality.

Must be able to lift up to 30 lbs. and on occasion, up to 50 lbs.
