About the Position:
This position is located within the Civilian Human Resources Agency, Civilian Personnel Advisory Center, located in Watervliet, New York. This position has civilian personnel servicing responsibility for numerous federal agencies which includes the Watervliet Arsenal. The Watervliet Arsenal is an Army-owned and operated manufacturing center located in New York.  It is the oldest, continuously active arsenal in the United States having begun operations in 1813.  Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.  The Arsenal is the only location in the DoD that has a weapons research facility (Benet Laboratories) collocated with a manufacturing facility (Arsenal). Duties

Serves as an assistant to Human Resources Specialists working in a Civilian Personnel Advisory Center (CPAC). Performs a wide variety of technical support duties in human resources management programs. Provides recruitment and placement support services to HR Specialists. Counsels employees and managers/supervisors on employee benefits and employee groups when changes occur in the status of entitlements. Uses personnel computer, word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE REQUIRED: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job.

For the GS-05 level: Specialized Experience is defined as experience which included: (1) Using automated software, such as Microsoft Excel, Microsoft Word, or Microsoft Power Point, to prepare reports, spreadsheets, memorandums and/or correspondence; (2) Reviewing and/or editing correspondence; and (3) Experience in customer service. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

For the GS-06 level: Specialized Experience is defined as experience which included: (1) Applying a knowledge of processes sufficient to perform HR support work; (2) Processing a variety of administrative actions; (3) Using automated software, such as Microsoft Excel, Microsoft Word, or Microsoft Power Point, to prepare reports, spreadsheets, memorandums and/or correspondence; and (4) Experience in customer service. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Typing Proficiency Requirement: Applicants must also meet the typing proficiency for this position. You must be able to type at least 40 words per minute.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
For the GS-5 level only:
A. Successful completion of at least four (4) years of education above high school. This education must be obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (NOTE: You must submit a copy of your transcripts at the time of application).

B. Equivalent combination of education and specialized experience which meets at least 100% of the requirement. (Note: You must submit a copy of your transcripts at the time of application).
GS-6 grade level: You must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
