The Agricultural Research Service (ARS) is the research arm of the U.S. Department of Agriculture whose mission is finding solutions to agricultural problems of high national importance. The Pathways Student Internship Program provides students with a meaningful paid work experience in a Federal agency while still in school. Internships are open to individuals who have been accepted for enrollment or who are currently enrolled and seeking a degree (diploma, certificate, etc.) from a qualifying educational institution on a full or half-time basis.

Salary listed in this announcement is a basic rate of pay.  Locality pay will be determined based on the duty location of the position.

This appointment is not-to-exceed 9/30/2017 and may be extended in increments not-to-exceed 1 year or less, for up to 8 years in total, as long as the student remains eligible for the program. Upon successful completion of the internship program, students MAY be non-competitively converted to a term or permanent position; however, conversion eligibility is not an entitlement of the Pathways Student Internship Program.

Requirements:

  • Must be a US citizen or National, Permanent Resident, or Foreign National eligible for Federal employment
  • Must be a U.S citizen at the time of non-competitive conversion to a term or permanent position
  • Must be at least 16 years of age and meet state and federal employment laws
  • Must successfully pass a background check/security investigation
  • Must be enrolled at least half-time, at a qualifying educational institution
  • Must be in good academic standing (2.0 GPA or higher)
  • May require drug testing dependent on position/location
  • Must sign a Pathways Participant Agreement prior to appointment
  • Complete at least 640 hours of work experience prior to completion of degree

Duties

Major Duties:
As a trainee, the incumbent receives formal training, and work assignments are selected to provide on-the-job training.  The incumbent:

Works closely with the Supervisory Human Resources Specialist and/or Senior Human Resources Specialist in planning work. Provides classification, leave administration, staffing and pay administration services. Exercises delegated classification and staffing authority for GS-7 and below technical, administrative, and wage grade positions.

Provides technical advice to management officials and employees on the interpretation and application of various human resources regulations, laws, rules, and procedures.

As required, conducts interviews and audits to ascertain facts. Prepares evaluation statements or classification notes to document findings.

Works with managers in placement activities including new hires, promotions, reassignments, incentives, details, etc. Determines eligibility and salary entitlement as appropriate to situation.

Advises management on the applicability of the Merit Promotion Program and Delegated Examining and prepares vacancy announcement packages, evaluates candidates, discusses incentives, and prepares all materials for selection.

Coordinates implementation of special employment and public policy programs in assigned area. Assures special employment needs are met under various programs, i.e., employment of the disabled, student employment, VRA, Inter-governmental Personnel Act (IPA), consultants, under-represented groups. Is responsible for the employment and classification requirements of these programs.

Participates with the Supervisory Human Resources Specialist and/or Senior Human Resources Specialist in operational planning with top level management and key operating officials for the purpose of ascertaining the human resources effects of proposed changes and advising on courses of action.

Responsible for legal and regulatory processing and documentation of human resources and pay actions. Works closely with Supervisory Human Resources Specialist and/or Senior Human Resources Specialist.
