This position is located in the Department of Homeland Security (DHS), Office of Policy (PLCY).  The Office of Policy provides policy development and coordination, strategy, planning, and analysis to the DHS Secretary and other Departmental leaders to facilitate decision-making and other critical maters that may arise in a dynamic homeland security threat environment. PLCY is responsible for strengthening our Nation's homeland security by developing DHS-wide policies, programs, and planning to promote and ensure quality, consistency, and integration across all homeland security missions.
The incumbent applies knowledge of professional social science disciplines (sociology, economics, international law, international relations, political science, history, or law) to the development of Department-wide policies and strategies, the production of risk-informed strategic assessments of urgent issues, and the administration of capstone strategy processes and products such as the QHSR and the DHS Strategic Plan.

Duties

• Reviews, evaluates, and applies concepts and findings from social science and related fields to strategic planning and to the analysis of homeland security missions, issues, and policies.
• Applies standard guidance and methods to draft strategic & policy documents, including topical and regional strategies, as well as strategic plans.
• Conducts analyses on current and future mission needs to support development of DHS strategies, policies, and plans.
• Contributes to data analyses and research reporting to delineate policy differences; identifies political, economic, and security consequences, as well as complications of current/proposed policies and that provides insight on viable policy options.
• Develops position papers, briefing memos, and PowerPoint presentations to communicate findings and strategy to senior decision-makers.
• Through research, provides supporting and specific data or for use in speeches, hearings, conferences, meetings, and written responses to inquiries from other DHS Agencies and/or Components.
• Conducts research for special projects, including producing foundational analyses and written products, fostering communication and collaboration within DHS or across the homeland security enterprise.

Qualifications

BASIC QUALIFICATION REQUIREMENT - You must meet one of the following:
A. Degree: Bachelor's or higher degree in Behavioral or Social Science; or related disciplines appropriate to this position.  Note: You must provide transcripts (official or unofficial) to support this claim. You must complete the education requirements by May 31, 2017. If the education requirements are not completed by May 31, 2017, applicants will not be appointed for this position.
OR
B. A combination of education/experience.  The quality of the combination of education and experience must sufficiently demonstrate knowledge of one or more of the behavioral or social sciences disciplines and knowledge, skills, and abilities required to perform work in the occupation, which is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.).  Note:  You must provide transcripts (official or unofficial) to support this claim and your resume must support your experience if combining education and experience.
OR
C. At least FOUR years of appropriate experience that demonstrates the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.  Note:  Your resume must support your experience claim.
ADDITIONAL QUALIFICATION REQUIREMENT, GS-09: In addition to meeting one of the Basic Qualifications listed above, you must also meet one of the following additional qualification requirements for the GS-09 grade level:
A. At least one year of full-time, specialized experience equivalent to at least the GS-7 grade level in the Federal service (may be obtained in either the public or private sectors) which includes: (1) Contributing to the qualitative or quantitative analysis of public policy issues; (2) Contributing to drafting policy or recommended responses; (3) Using techniques and methods from social sciences to evaluate and analyze public policy and strategy; and (4) Developing briefings, memos and/or presentations regarding topics in the social sciences. Note:  Your resume must support your claim of specialized experience in its entirety or you may be found ineligible.
OR
B. Have successfully completed 2 years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in behavioral or social science.  Note: You must provide transcripts (official or unofficial) to support this claim.  You must complete the education requirements mentioned above by May 31, 2017.  If the education requirements are not completed by May 31, 2017, applicants will not be appointed for this position.
OR
C. A combination of specialized experience and graduate level education which equals 100% of the requirement when computed as percentages and combined.  To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent.  Then take the number of months experience and divide by 12 months.  Add the percentages together.  The total must equal at least 100 percent to qualify.  Note:  You must provide transcripts (official or unofficial) to support this claim as listed in item A above and your resume must support your experience if combining education and experience.
ADDITIONAL QUALIFICATION REQUIREMENT, GS-11: In addition to meeting one of the Basic Qualifications listed above, you must also meet on of the following additional qualification requirements for the GS-11 grade level:
A. At least one year of full-time, specialized experience equivalent to at least the GS-9 grade level in the Federal service (may be obtained in either the public or private sectors) which includes: (1) Contributing to the development of strategy and/or policy to address public policy issues, and ensuring alignment with statute, regulations, guidance, programs, and/or missions; (2) Drafting policy or recommended responses; (3) Collection of original and secondary data, and the application of quantitative and/or qualitative methods (social science methodologies) to analyze that data; and (4) Independently developing written and presentation products that present findings and analysis for stakeholders (e.g., supervisors, managers, employees) such as strategy documents, briefings, memos, and/or presentations.  Note:  Your resume must support your claim of specialized experience in its entirety or you may be found ineligible.
OR
B. Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. degree, or a Ph.D. or equivalent doctoral degree in behavioral or social science.  Note:  You must provide transcripts (official or unofficial) to support this claim.  You must complete the education requirements mentioned above by May 31, 2017.  If the education requirements are not completed by May 31, 2017, applicants will not be appointed for this position.
OR
C. Have a combination of graduate education and specialized experience.  To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent.  Then take the number of months of experience and divide by 12 months.  Add the percentages together.  The total must equal at least 100 percent to qualify.  Note:  You must provide transcripts (official or unofficial) to support this claim and your resume must support your experience if combining education and experience.

At least one (1) year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (may be obtained in either the public or private sectors) which includes: (1) Leading the planning and implementation of qualitative or quantitative analysis of policy and/or Departmental/Component-level strategy in order to ensure its alignment with statute, regulations, guidance, programs, budgetary/acquisition processes, and/or missions; (2) Scoping and drafting policy or recommended federal responses;  (3) Leading the collection of original and secondary data, applying advanced quantitative and/or qualitative methods, including modelling, to analyze data; (4) Drafting and reviewing briefings, memos and/or presentations regarding departmental strategy in order to ensure strategic documents are effectively communicated; and (5) Interacting with internal/external stakeholders and/or partner organizations across a large organization in order to ensure effective collaboration regarding strategic planning.  Note:  Your resume must support your claim of specialized experience in its entirety or you may be found ineligible.
