The primary purpose of this position is to serve as a program analyst in the Office of the Assistant Administrator for National Preparedness.

This position starts at a salary of $66,510 (GS-11) with promotion potential to the $79,720 (GS-12). Apply for this exciting opportunity to become a member of the Protection and National Preparedness team within FEMA.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Duties

In this position, you will serve as an analyst and advisor to the leadership of FEMA's National Preparedness Directorate with a focus on data analysis, workflow management and strategic communications.

Typical assignments include:

• Prepare and deliver written and oral communications to NPD Assistant Administrator, Deputy Assistant Administrator, Senior Advisor and Executive Officer;
• Prepare a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, background papers;
• Provide internal oral briefings and responds to other internal inquiries as well as requests for information by telephone and email, with all responses completed in a timely and courteous manner, and reflecting determinations within the parameters of established law and policy;
• Design and implement systems and standard operating procedures based on recommendations to assist management in operating more efficiently and effectively;
• Prepare and conduct briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation;
• Maintain the directorate Sharepoint system.

You qualify for this position at the GS-11 level (starting salary $66,510) if you possess the following:
One full year of specialized experience, equivalent to the GS-09 level, that demonstrates following: 1) Provided briefings to senior officials; 2) Conducted analytical studies utilizing quantitative and qualitative techniques; 3) Conducted evaluations to determine the effectiveness of policies and programs; and 4) Prepared a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, studies, briefings, charts and background papers.

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

Combination of education and experience

To qualify for this position at the GS-12 level (starting salary $79,720) if you possess the following:

One full year of specialized experience, equivalent to the GS-11 level, that demonstrates the following: 1) Directing studies utilizing statistical methods and techniques; 2) Preparing and conducting briefings for higher level management to explain analysis of subject matter; and 3) Providing recommendations and action plans and direction for implementation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
