These positions are being filled under Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions and Health Care Occupations. The Secretary of the Air Force has delegated authority by the Office Of the Secretary of Defense to directly appoint individuals to select defense acquisition workforce positions, or 'EHA Acquisition,' pursuant to the Defense Acquisition Workforce Improvement Act (DAWIA) and certain health care occupations, or 'EHA Medical.' Positions are located Air Force-Wide. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.

This is a Direct Hire Public Notice, under this recruitment procedure applications will be accepted for each location/ installation identified in this Public Notice and selections are made for vacancies as they occur. Duties

• Plan, assess, advise, monitor, and resolve problems of operations, maintenance and acquisitions. Provide specialized expertise in maintenance management and to provide oversight of complex maintenance operations.
• Assist the Program Manager in complex maintenance operations; monitoring contractor production progress and identifying factors that may impact performance.
• Coordinate maintenance support request with launch operations and other activities.
• Review contractors manpower to assure optimum cost effectiveness by performing a detailed review of any contractor suspected of manpower deficiencies, prepares written reports and briefings with recommended actions, and briefs higher-level personnel; review and evaluate technical proposals for engineering, fabrication, construction, installation and security plans, etc. of various projects submitted by contractors. Support engineering office by reviewing statements of work prior to request for proposal.

Qualifications

SPECIALIZED EXPERIENCE:

GS-09: Applicants must have 1 year of specialized experience at the next lower grade (GS-07) or equivalent. Specialized experience must include practical knowledge of electronics and telecommunications industry operations (aircraft, missiles, and construction), methods, processes and procedures; planning and administering industrial quality control and inspection systems and programs; comprehensive survey and analysis of industrial operations, organization, capacity, etc.; interpreting and applying contract clauses and government acquisition regulations; and development of plans to determine material requirements and/or schedules for production management.

GS-11: Applicants must have 1 year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include practical knowledge of electronics and telecommunications industry operations (aircraft, missiles, and construction), methods, processes and procedures; planning and administering industrial quality control and inspection systems and programs; comprehensive survey and analysis of industrial operations, organization, capacity, etc.; interpreting and applying contract clauses and government acquisition regulations; and development of plans to determine material requirements and/or schedules for production management.

GS-12: Applicants must have 1 year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include knowledge of electronics and telecommunications industry operations (including materials, equipment, facilities), methods, processes and procedures; planning and administering industrial quality control and inspection systems and programs; comprehensive survey and analysis of industrial operations, organization, capacity, etc.; interpreting contract clauses; reviewing and analyzing contractually required performance plans; and development of plans to determine material requirements and/or schedules for production management ; applying government acquisition regulation and develop technical specifications for acquisition of services and/or commodities.

GS-13: Applicants must have 1 year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include duties such as planning, assessing, advising, monitoring and resolving problems of industrial operations or acquisitions; assisting in monitoring contractor activity, reviewing and evaluating technical proposals for engineering, fabrication, constructions, installation and/or security plans submitted by contractors; coordinating pre-contract government support requests and arranging post contract government support or recommending alternate lease or acquisition; reviewing statements of work, preparing written recommendations, managing any required changes; conducting studies to determine impact upon programs from strikes, component shortages, test failures or anything that could result in possible claims against the government, etc.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of electronics and telecommunications industry operations, methods, processes and procedures applicable to operations/maintenance.
2. Knowledge of industrial organizations, management, and business practices sufficient to serve as consultant to contractor personnel and technical representatives to a program manager and/or contracting officer.
3. Knowledge of acquisition planning processes and development of performance work statements and ability to interpret acquisition documents, ensure contract compliance, analyze organization and operation problems, and develop timely and economical solutions.
4. Knowledge of procedures for preparing solicitation documents and ability to analyze industrial productions operations, organizational structure, and resource utilization to evaluate contractor capability and performance potential.
5. Ability to develop technical specification for the acquisition of services and/or commodities, interpret blueprints, specifications, and drawings.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
