Duties

The major duties of the position are:

• Advises management officials on recruitment sources and develops strategies to ensure maximum results to staffing requirements;
• Makes use of special employment programs for students, veterans, the disabled, underutilized employees, minorities, and disadvantaged candidates;
• Manages the agency Pathways Program;
• Demonstrates experience in employing Delegated Examining Unit (DEU) procedures and regulations, adjudicating and applying veteran's preference on all DEU announcements;
• Counsels selecting officials regarding merit promotion and DEU requirements, placement, and veteran's preference procedures;
• Utilizes USAStaffing to develop vacancy announcements, accepts, reviews, and rates applications, certifies candidates, and notifies candidates of the results;
• Extends job offers and coordinates the impending entrance on duty;
• Provides orientation and in-processing of new employees, ensuring all required documentation is completed in a timely manner;
• Processes competitive and noncompetitive personnel actions;
• Assists employees in resolving benefit related issues or problems.

Qualifications

To qualify for this position, applicants must meet the specialized experience as described below:

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to support a Senior Human Resources Specialist or Human Resources Program Area, and is equivalent to the work performed at the next lower grade level.

The Specialized Experience at the GS-11 level is defined as experience which involves providing advisory, consultative, and operational services to hiring managers on a full range of staffing, recruitment, and placement regulations, policies and procedures to include both Merit Promotion and Delegated Examining; utilizing an automated staffing system to develop vacancy announcements, accept, review, and rate applications, certify candidates, and notify candidates of results; analyzing and resolving routine personnel issues or problems; and assisting employees in resolving benefit related issues or problems.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degreeorLL.M., if related.

The Specialized Experience at the GS-12 level is defined as experience which involves providing expert advisory, consultative, and operational services to hiring managers on a full range of staffing, recruitment, and placement regulations, policies and procedures to include both Merit Promotion and Delegated Examining; reviewing and commenting on proposed organization regulations, policies and procedures for impact/effect on staffing and placement operations; analyzing and resolving a full range of complex personnel issues or problems; and resolving benefit related issues, and serving as liaison between carriers and employees.

Education may not be substituted for experience at the GS-12 grade level for this series.
