In addition to our main facility in Tomah, we offer services in four community-based outpatient clinics. These clinics are located in LaCrosse, Clark County, Wausau, and Wisconsin Rapids. VAMC Tomah is one of seven facilities that comprise Veterans Integrated Services Network 12 (VISN12) which is administratively headquartered at Hines, IL, and includes facilities in Illinois, Wisconsin, and Michigan.

Duties

This position is located at the Tomah VA Medical Center in Tomah, WI, within Patient Care Services.  The Tomah VAMC is a complexity level 3 facility.
The primary purpose of the position is to provide scheduling and miscellaneous administrative support of the Staffing Office Nurse Manager at the Tomah Veterans Affairs Medical Center (VAMC).  This positon functions in accordance with federal law, and Veterans Administration (VA) regulations, and the mission, philosophy, policies and procedures of the Veterans Health Administration (VHA) and medical center.
Duties:
-Provides work schedules for each nursing unit, updating the posted schedule as necessary to include leave, authorized overtime and other time.
-Prepares daily staff roster for each assigned building and provides copies to nursing offices I other buildings.
-Maintains a copy of the daily staffing from all buildings for scheduling purposes.
-Maintains and updates seniority and telephone rosters for each nursing unit in assigned primary building.
-Enters daily changes in employee work schedules within established timeframes.
-Notifies oncoming nursing supervisors of up-to-minute staffing changes.
-Refers employees to Human Resources or payroll services as necessary.
-Prepare meeting agendas and minutes.
-Facilitates the scheduling of Escorts to ensure patients are properly conveyed to off-campus prover appointments.

Work Schedule: Monday through Friday, 8:00 A.M. to 4:30 P.M.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-4 grade level in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  Specialized experience includes: Working with various computer programs such as Microsoft Word, Outlook/Calendar, databases, etc; skill in planning and organizing the activities of an office including reception duties, distributing mail, arranging conferences/meetings, preparing correspondence, documents and reports; skill in proper spelling, arrangement, grammar, and required formats to produce documents utilizing word processing software; skill in working with policies, procedures, or operations related to clerical and administrative functions and assignments.

Education: Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPT REQUIRED)

Combination of Experience and Education: Applicants may also combine education and experience as described to qualify at the GS-5 level. (TRANSCRIPT REQUIRED)

Proficiency Requirement:  In addition to meeting experience and/or education requirements, applicants for this position must show possession of the following skill. 
Ability to type 40 words per minute.
Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates, by the Office of Personnel Management local office, or by self-certifying their proficiency.  Performance test results and certificates of proficiency are acceptable for 3 years.  Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements:
The work places physical demands on the employee that require that they be free of any respiratory problems (to withstand possible exposure to Oleoresin Capsicum chemical irritants that may have to be used in the area) and that they be ambulatory and be able to move unaided to areas of safety when required.  Corrected vision and hearing sufficient to recognize and respond to escalating situations of physical violence is required.
The work normally includes some walking, standing, bending and carrying of light items such as paper and books.  In the event of physical confrontations that may develop between law enforcement personnel and criminal offenders in the office area, the secretary is expected to quickly and safely exit to and area of relative safety.  The may involve jumping over barriers, running, crawling and crouching.  The work environment involves the normal risks and comforts typical of an office occupied by armed law enforcement personnel.  Additional hazards expected include working in close proximity to restrained or unrestrained violent criminal offenders and firearms being loaded and unloaded while pointed into an approved ballistic container.  The accidental or intentional discharge of firearms within the office area is not normal anticipated, but is possible.  Chemical irritant projector weapons are also carried and stored in the office area, and may, upon necessity, be discharge against offenders in the area.
