Joining the Federal Protective Service (FPS) means protecting and delivering integrated law enforcement and protection services to our national critical infrastructure of federal facilities. In this position, you would be responsible for processing procurement documents for acquisition programs.

Duties

Major Duties of the GS-12 full performance potential include, but are not limited to the following:

• Manages program or project schedules, milestones, scopes, quality controls, risk, issues, communication management, and budgets from preliminary stages through design, development, operation and de-commission/close-out as needed.
• Monitors resources and interim milestones to ensure consistency with scheduled work and monitoring/measuring performance (earned value, metrics, and other project management performance methods), in order to assure commitments of all parties are maintained.
• Coordinates or administers all phases of assigned contracts from inception to completion including identifying what is needed to accomplish program mission requirements.
• Develops and coordinates the completion of contract-related Management Decision Documents, Contract Scopes of Work, Evaluation Plans, Independent Government Estimates (IGCE's), Technical Evaluation criteria and Quality Assurance Surveillance Plans, Market Research Reports and other procurement documents for acquisition programs.
• Prepares and presents formal and informal presentations pertaining to projects/programs to Project Managers, mid- and senior-level management, and maintaining liaison with counterparts at higher levels (regional, Headquarters), on policy and program issues.

If selected to fill this position at the GS-09, or GS-11 grade level, your duties will be the same as those listed above, but under closer supervision until the full performance level of GS-12 is achieved.

Qualifications

To qualify you must meet the requirements as defined and the Selective Placement Factor.

For the GS-09:
A. Have one year of specialized experience at the next lower grade level, comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sector). Experience includes activities such as: 1) applying accepted analytical techniques, such as task analysis, work simplification, work-flow charts, workload measurement, and trend analysis ; 2) conducting evaluative studies involving measurement of current work output, group productivity and accomplishments; and 3) providing oversight, review, and cost benefit analysis for security devices/systems. - OR -
B. Have successfully completed a master's degree; or two full years of progressively higher level graduate education leading to that degree; or equivalent degree, e.g. LL.B. or J.D. at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include business administration, public administration, and management. NOTE: You must submit official or unofficial transcripts to support this requirement. - OR -
C. Have a combination of the type of experience described in "A" above and the type of education described in "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit official or unofficial transcripts to support this requirement.

For the GS-11:
A. Have one year of specialized experience at the next lower grade level, comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sector). Experience includes activities such as: 1) utilizing qualitative methods to assess program effectiveness of multi-faceted management processes; 2) evaluating the accomplishments of program goals; and 3) monitoring costs, schedules, and performance; preparing contract summaries, etc.). - OR -
B. Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include business administration, public administration, and management. NOTE: You must submit official or unofficial transcripts to support this requirement. - OR -
C. Have a combination of the type of experience described in "A" above and the type of education described in "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For the GS-12:
Have one year of specialized experience at the next lower grade level, comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sector). Experience includes activities such as: 1) providing contract advisory services (e.g. evaluating contractor quality control systems, providing guidance and establishing performance standards, justifying monetary adjustments, making recommendations for contractor deducts, warnings, and cure notices, etc.).; 2) administering all phases of contracts from inception to completion (e.g. evaluating proposals; monitoring costs, schedules, and performance; preparing contract summaries, etc.); 3) providing recommendations and proposals, and conduct scheduled or spontaneous briefings.

Quality Ranking Factor
In addition to meeting the Minimum Qualifications for each of the grade levels, this position also includes a Quality Ranking Factor (QRF). QRF's are identified as special qualifications expected to enhance performance in the position. Unlike selective factors, quality ranking factors are not used to screen out applicants. Candidates, however, identified as meeting the special qualifications may be rated higher.

The ideal candidate would meet the QRF for this position if they have completed COR Level II certification or have a minimum of 40 hours of acquisitions and contracting-related training completed within the past 24 months. Please note, this requirement is optional and is not required for selection.
For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), your resume or attachment memorandum from an academic professor must indicate how each course fulfills the specific education requirement (i.e., state number of semester hours credited, topic of study, grade earned).
