This is a temporary, seasonal, 1039, Intermittent position duty stationed at Voyageurs National Park, International Falls, MN. The work schedule is intermittent with no set duty hours or days.
Due to current budgetary limitations and/or workload requirements, this position may be changed to a full time, part-time or intermittent schedule during the period of employment at agency discretion.
WHO MAY APPLY: This announcement is being advertised under delegated examining procedures and is open to all US Citizens CONTIGUOUS TO THE AREA ONLY. Applicants must have maintained a permanent and exclusive residence contiguous to the area. The applicant must document that their place of residence for the last two (2) years lies within the boundary of the Voyageurs National Park, and the applicant must be dependent for livelihood primarily upon employment available within the Voyageurs National Park.
Number of Vacancies: Up to six (6) positions will be filled from this job opportunity announcement.  This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Duties

As a uniformed employee with the National Park Service, the incumbent serves as a deckhand aboard the park's 49-passenger vessel, the Voyageur, a USGS approved tour boat vessel.  The deckhand will work under the supervision of the boat captain and assist the boat captain with boat operations, docking procedures, and safety needs.  Deckhands will be prepared for on-time departures for all trips. Deckhands will arrive on the boat 30 minutes prior to a scheduled trip to aid the captain in moving the boat to the passenger loading dock. They will assist the captain in checking safety items.  They may need to spot clean and tidy up the boat prior to passengers boarding.
Deckhands will be permitted to perform other duties such as food service or interpretive programs provided that they can readily respond to their regularly assigned deckhand duties and responsibilities.  During docking and undocking procedures, the first priority of the deckhand is to assist the captain. In an emergency or with a "major incident" onboard the boat, the first priority is to assist the captain in correcting the situation.
Deckhands must be fully trained and competent in:
·        Line handling and securing the boat to the dock (efficiently and quickly)
·        Docking and undocking procedures
·        Safe passenger loading and unloading
·        Passenger crowd control
·        Assisting the captain when maneuvering the boat (backing the boat from the dock)
·        Standing watch and looking for other boats or obstacles when backing the vessel
·        Use of onboard radio communications with the captain
·        Assisting in the proper stowage of gear and equipment
Deckhands will be friendly, courteous, and helpful with visitors and other boat crewmembers.  Deckhands will provide visitors with correct park information and direct visitors to the visitor center for additional information when questions are asked and the answer is unknown.
AREA INFORMATION: Voyageurs National Park is a unique water-based park, comprised of 218,000 gorgeous acres of water and glacier carved, pine studded islands.  The park is a four season destination, accessible by motorboats, kayaks, canoes, houseboats, snowshoes, cross country skis and snow machines.  There are numerous hiking trails for beginners and for the most adventurous of hikers!  Have you ever driven your vehicle on "hard water"?  You can in Voyageurs, as winter ice roads are plowed and maintained on some of the lake surfaces within the park. It's just another way to experience one of America's most treasured national parks.  The park is nestled in the Minnesota Arrowhead Region, adjacent to the Boundary Waters Canoe Wilderness Area and the Quetico.  There are four lake gateways into Voyageurs, including Rainy Lake, Lake Kabetogama, Ash River Trail and Crane Lake.  International Falls is the full service gateway community at the north entrance, offering a hospital, two medical clinics, shopping, school district, community college, movie theater, bowling alley, community center and a variety of churches.  International Falls also serves as the gateway to Canada, so those who are visiting Voyageurs may also include a day trip of sightseeing in our sister city, Fort Frances, Ontario.

Qualifications

All qualifications must be met by the closing date of this announcement Tuesday, April 18, 2017. Qualifying experience may be obtained in the private or public sectors.Additional information on the qualification requirement is outlined in the U.S. Office of Personnel Management, (OPM) Qualification Standards Handbook. To qualify for this position, you must demonstrate that you possess either the experience or the education as described below.
 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for this position, you must possess the basic qualifying experience and/or education as well as selective factors as described in the occupational/assessment questionnaire.
Selective Placement Factor (Mandatory Screen out): Contiguous to the area. Applicants must have maintained a permanent and exclusive residence contiguous to the area. Experience: Possess six (6) months of general experience, which is (1) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Examples of general experience include, but are not limited to, selling merchandise, collecting and accounting for fees or other monies, greeting visitors, disseminating information, providing directions, or other work which required dealing with people on a recurring basis; and that indicates the ability to acquire the knowledge and skills needed to perform the duties of this position.
OR Education: Successfully completed of 1 year of education above high school (30 semester hour or 45 quarter hours) that included at least 6 semester hours in courses such as American history, science, and/or public speaking. If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected).
OR Combination of Experience and Education: An equivalent combination of education and experience. For example, I have 3 months of general experience (50% of the experience requirements for this position and grade level) combined with one-half year of education as outlined above (50% of the education required to qualify), which included at least 3 semester hours of related courses such as American history, science, or public speaking (50% of the directly-related courses required). IF USING EDUCATION TO QUALIFY, you MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) unofficial transcripts are acceptable, or (2) a list with all your courses, grades, semester, year, and credit for the course.
